CLASS CONCEPT/FUNCTION

This is the third class in the series for positions that serve as the single charge position for the human resource program of an independent agency or educational institution. Positions in this class are assigned to medium to large sized agencies or educational institutions. This class is distinguished from the Human Resource Manager by the requirement to develop as well as manage a human resource program for a considerably larger number of employees engaged in a greater diversity of work. The human resource program is of such scope and complexity as to require the assignment of a staff of professionals and paraprofessionals.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty in developing and managing a comprehensive human resource program which includes all of the various human resource functions. The complexity of the program requires the assignment of a staff of professionals and paraprofessionals to manage various functions of the human resource program. Positions manage the planning, development, implementation, communication and administration of the human resource program through the supervision of professional staff. Manages a formal human resource program consisting of established objectives, policies and procedures. Develops acceptable controls in order to monitor and evaluate the effectiveness of program objectives. Meets with managers to discuss problems and concerns related to the human resource program in order to ensure productive, progressive and responsible action. Develops appropriate internal policies and procedures. Provides guidance and counseling to managers and employees concerning personnel policies, procedures and problems related to employee relations. Facilitates management decision making by providing information, advice and guidance on significant human resource developments such as changes in policies, procedures or laws. Develops and implements the EEO/AA plan including policy statements, minority recruiting programs, selection procedures and records maintenance. Manages the agency’s classification and compensation programs. Develops a comprehensive employment program and directs employee training programs. Manages a personnel transactions program which may include classified, faculty, wage, part-time and adjunct faculty employees. Coordinates benefits administration and may participate in benefits development for faculty employees. Manages and implements other human resource programs including performance evaluations, Employee Suggestion Program and service awards program. In some instances, positions may manage payroll operations.

Supervision Given: Provides direct supervision to a staff of human resource professionals in various functional areas, paraprofessionals and office services employees.

Supervision Received: General direction is received from an agency head, deputy, vice president or other high-level agency official.

Scope: Positions in this class manage the agency wide human resource program that affects the overall well being of a considerable number of employees and the effectiveness of agency management.

Impact of Actions: Positions in this class have a significant impact upon the agency’s ability to employ, retain, train and manage a productive, well informed work force. Advice and guidance provided to agency management may have a direct relationship to the accomplishment of the agency’s goals and objectives.

Personal Contacts: Frequent contacts with managers and employees in order to explain, provide guidance and advice and promote the various policies and goals of the human resource program; the Department of Personnel and Training concerning policy interpretation and implementation; other state agencies; and the general public to answer questions or concerns related to the agency’s human resource program.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the principles, practices and theory of human resource management and the policies and procedures governing its application; organization and operations of the agency or educational institution; principles and functions of management decision making; and the organization and functions of state government.

Abilities: Demonstrated ability to develop, implement and manage a human resource program for a considerable number of employees engaged in a significant diversity of work; manage a staff of professionals and paraprofessionals; analyze problems related to the human resource program and its various functions and take appropriate actions; and communicate effectively orally and in writing to agency management, supervisors and employees.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work in human resource management, personnel administration, public administration or a related field.

Level and Type of Experience: Experience in managing a human resource program or a combination of the major functional areas.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

CLASS HISTORY

This class was established as the result of the statewide personnel classification study. The new Human Resource Director Series and Human Resource ManagerField Series replace the former Employee Relations Series. Positions in this class were previously in the classes of Employee Relations Director C and Employee Relations Director B.
