CLASS CONCEPT/FUNCTION

This is the second class in the series for positions that serve as the single charge position for the human resource program of an independent agency or educational institution. Positions in this class are assigned to small to medium sized agencies or educational institutions. This class is distinguished from the Human Resource Officer by the requirement to plan and implement a human resource program for a considerably larger number of employees involved in a greater diversity of work assignments. Additionally, the scope and complexity of human resource functions require the assignment of several professionals and paraprofessionals.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in planning, implementing and supervising a human resource program which includes most of the various human resource functions. The complexity of the program requires the assignment of several professionals and paraprofessionals in order to provide assistance in program administration. Performs or supervises recruitment and employment activities including posting vacancies, reviewing and screening applications, reviewing employment recommendations, reviewing salary offers, and maintaining appropriate records. Insures the timely, appropriate and consistent application of personnel policies, procedures, rules and regulations. Responds to inquiries; clarifies and interprets policies; offers advice and assistance; and counsels employees, supervisors and managers on employee relations. Plans and implements personnel policies and procedures within existing legal and regulatory requirements. Plans employee training and development, identifies needs based on consultation with supervisors and managers, schedules training based on available resources and coordinates appropriate administrative details. Implements equal opportunity/affirmative action programs, develops plans, conducts utilization analyses and represents the agency in the resolution of complaints. Conducts classification studies of positions or groups of positions, makes determination of proper classification and makes appropriate recommendations, to agency management and to the Department of Personnel and Training.

Supervises the personnel transactions and records programs. Manages employee participation in pre-planned benefit programs covering health care, life insurance, workers’ compensation and retirement according to established guidelines.

Supervision Given: Provides direct supervision to human resource professionals in various functional areas, paraprofessionals and office services employees.

Supervision Received: General direction is received from an agency head, deputy, vice president or other high-level agency official.

Scope: Positions in this class supervise the agency wide human resource program that affects the overall well being of a number of employees and the effectiveness of agency management.

Impact of Actions: Positions in this class have a direct effect upon the agency’s ability to employ and retain employees and maintain a productive, well trained and well informed work force.

Personal Contacts: Frequent contacts with employees and managers in order to explain and promote the various policies and goals of the human resource program, the Department of Personnel and Training concerning policy interpretation and implementation, and other state agencies. Some contact with the general public in order to answer questions or concerns related to the agency’s human resource program.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of human resource management and the policies and procedures governing its applications, organization and operations of the agency or educational institution, and principles and functions of general management. Working knowledge of the organization and functions of state government.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, implement and supervise a human resource program for a number of employees engaged in diverse work; supervise the work of others; analyze employee relations problems, classification and compensation issues, training needs and employment requirements and take appropriate actions; and communicate effectively orally and in writing to employees and managers.

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work human resource management, personnel administration, public administration or related field.

Levels and Type of Experience: Experience in a human resource program or a combination of functional areas.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

CLASS HISTORY

This class was established as a result of the statewide personnel classification study. The new Human Resource Director Series and Human Resource Manager-Field Series replace the former Employee Relations Series. Positions in this class were previously in the classes of Employee Relations Director B and Employee Relations Director A.
