CLASS CONCEPT/FUNCTION

This is the first class in the series for positions that serve as the single charge position for the human resource program of an independent agency or educational institution. Positions in this class are assigned to the smaller state agencies and educational institutions which have an established human resource program. Responsibilities involve administering the various functions of a human resource program. The limited size and complexity of the agency or educational institution provides little opportunity or necessity for actual program development other than to adapt policies to agency operations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in administering a human resource program for a small number of employees engaged in a limited diversity of work. The human resource program is directly administered by the position, and the complexity of the program does not require professional staff assistance. Administers all recruitment and employment activities, establishes and monitors procedures, conducts and/or arranges interviews, and reviews salary offers. Conducts orientation of new employees, explains personnel policies and coordinates benefits programs. Counsels managers, supervisors and employees on a variety of personnel practices issues; advises on disciplinary problems. Directs the performance appraisal program, insuring that established procedures are followed and that job standards are job related. Plans and coordinates employee training and development by identifying training needs, determining resources, scheduling training and coordinating all administrative details. Serves as EEO/AA Officer; implements, monitors and evaluates the EEO/AA plan; and counsels employees and managers. Reviews Department of Personnel and Training policies and procedures; adapts them to agency or institution operations; and communicates and interprets policies to employees and managers. Reviews all positions in the agency or institution in order to maintain current and accurate position descriptions; recommends appropriate classification actions; and consults with DPT on classification and compensation matters.

Maintains a personnel record keeping system which includes position control, leave records, personnel transactions, service awards and worker’s compensation.

Supervision Given: Supervises office services employees and may supervise a Personnel Analyst or a Personnel Assistant.

Supervision Received: General direction is received from an agency head, deputy, vice-president or other high-level agency official.

Scope: Positions in this class coordinate the agency wide human resource program which may affect the overall well being of employees, and to some extent, the effectiveness of agency management.

Impact of Actions: Positions in this class have a direct effect upon the agency’s ability to employ and retain employees and maintain a productive, well trained and well informed work force.

Personal Contacts: Frequent contacts with employees and managers to explain and promote the various human resource policies and goals, the Department of Personnel and Training concerning policy interpretation and implementation, and other state agencies. Limited contacts with the general public to answer questions concerning the human resource program.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of the principles and practices of human resource management and the policies and procedures governing its application, organization and operations of the agency or educational institution, and principles and functions of general management. Working knowledge of the organization and functions of state government.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan and implement a human resource program for a relatively small number of employees engaged in a limited diversity of work, supervise the work of others, analyze employee relations problems and take positive actions; and communicate effectively orally and in writing.

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with course work in human resource management, personnel administration, public administration or a related field.

Level and Type of Experience: Experience in a human resource program or a combination of functional areas.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

CLASS HISTORY

This class was established as a result of the statewide personnel classification study. The new Human Resource Director Series and Human Resource Manager-Field Series replace the former Employee Relations Series. Positions in this class were previously in the classes of Employee Relations Representative, Employee Relations Director A and Employee Relations and Career Development Manager.
