CLASS CONCEPT/FUNCTION

This is the third class in a series performing advanced work in a central, state agency responsible for the procurement of goods, services, and the conduct of procurement related support activities that serve all state agencies and institutions. Positions in this class perform highly specialized administrative procurement related support activities which involve planning, evaluating, analyzing purchasing and related material management functional specialties such as warehousing and distribution, state surplus property utilization, inventory, manual and automated information systems and staffing to ensure agency adherence with state laws and regulations. May assign and review the work of other state procurement specialists in the conduct of agency reviews. This class is distinguished from the State Procurement Specialist Senior class by its greater breadth and responsibility for reviewing and evaluating a wide variety of procurement activities for all state agencies.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: The work is of considerable difficulty and involves on-site evaluation, interview of material management personnel, and comparative analyses of diverse material management systems such as warehousing and distribution, surplus property utilization, manual and automated information systems, invoicing/voucher processing, staffing, and organizational structure. Work involves writing reports of agency review findings; conducting entrance and exit interviews with agency top management; following up on previous review findings to determine if corrective action has been taken; recommending suspension or revocation of decentralized purchasing authority; determining if increased delegated authority is justified; responding to and, assisting agencies and institutions with interpreting DPS programs and evaluations.

Supervision Given: Supervisory responsibility is not normally assigned. Positions in this class may act as lead workers for State Procurement Specialists Senior or State Procurement Specialists serving on special review teams.

 

Supervision Given: Performs work under the direction of a State Procurement Supervisor.

Scope: This class has statewide effect on agencies and institutions within the assigned area of responsibility through its role in reviews, investigations, and training.

Impact of Actions: Positions have a serious impact on agencies’ operational efficiencies, cost effectiveness, and public awareness.

Personal Contacts: Frequent internal and external contacts with agency top management and vendors.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of state and local procurement laws, regulations, and practices; public and private sector purchasing and related material management functions and their administration; organizational and management interrelationships with other operating elements.

Skills: None identified for this class.

Abilities: Demonstrated ability to communicate effectively both orally and in writing; understand and interpret laws and regulations; and analyze and evaluate processes and make decisions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with a degree in business administration, marketing, finance, or related field.

Level and Type of Experience: Experience in public or private sector, preferably in government procurement operations that clearly shows possession. Of the preceding knowledge and abilities. Progressive experience as a buyer in a major centralized purchase office, either in government or industry.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class was established in September 1987 as a result of the statewide Procurement Classification Study which was completed in July 1987. This class is comprised of former Purchase and Stores Directors A.
