CLASS CONCEPT/ FUNCTION

This is the third class in a series performing expert technical and administrative work associated with the central state agency for procurement programs supporting statewide requirements. Positions in this class have major program responsibility for a single statewide program or a large functional area of supervision. The class is responsible for program management to include supervision of subordinate staff, setting and evaluating program objectives, planning, problem resolution, training, agency technical consulting, agency-vendor coordination, policies and procedures and insuring compliance with state laws and regulations. The class assigns and reviews the work of subordinate state Procurement Specialists, Specialist Senior and other assigned classes; makes decisions independently; reports to a State Procurement Section Manager or higher; and has extensive external contact with managerial levels.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: The work is of considerable difficulty. Within an assigned specialty area, positions in this class establish long-range goals and objectives, train, assign and prioritize work, conduct worker performance appraisals, review program effectiveness, and prepare program justifications in order to insure efficient management. Positions are responsible for developing and writing policies and procedures having statewide application. The class reviews federal, state and local legislation to determine the impact on operations and recommends courses of action. Complex agency and vendor complaints are investigated and queries resolved. Through on-site training and seminars, users are provided instruction to insure consistency of procedural application and to reduce costs and maintain quality of service. Agency procurement reviews either individually or as part of a team are periodically conducted to insure adherence to applicable laws and regulations, to provide guidance to agency purchasing staffs and to evaluate and determine effectiveness of operations. The class serves as the chair or member of work related groups such as product standardization committees, procurement negotiating teams, and pre-bid conferences to provide technical advice and guidance. Trade and similar meetings and conferences are attended as well as research of professional publications to keep current on trade and technological advances. Positions may write terms and conditions for more complex contracts, track cardinal purchase orders (complex, unusual or high dollar orders), prepare a program budget, manage a computerized inventory management system, certify receipt of merchandise and be responsible for administration of a comprehensive agency compliance program. The class also manages special projects as assigned.

Supervision Given: Persons in this class supervise and review the work of State Procurement Specialists, State Procurement Specialists Senior and other administrative and clerical personnel.

Supervision Received: Receives directions from a State Procurement Manager or higher leve1 executive in the division.

Scope: This class has major statewide affect on activities within the assigned area of responsibility through its role in establishing criteria, deciding procurement issues, investigations and training.

Impact of Actions: The impact of procurement decisions can have serious financial and budgetary effects and can result in legal actions against the state. Because of the influence exercised in promulgating policy and procedure, statewide operations can also experience serious disruption.

Personal Contacts: Contact with managerial levels, both internal and external to the agency are routine occurrences.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of federal, state and local procurement laws, regulations and practices. Considerable knowledge of administration, organization and management practices and procedures. Considerable knowledge of procurement, material and marketing operations. Some knowledge of technical features of products in assigned area.

Abilities: Demonstrated ability to communicate both orally and in writing. Demonstrated ability to understand and interpret laws and regulations. Demonstrated ability to analyze and evaluate information and make decisions.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from college with degree in business administration, marketing, finance or related field.

Level and Type of Experience: Experience in public or private sector preferably in government procurement operations.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

CLASS HISTORY

This is the third class in a series designed to function in a centralized state agency having responsibility for statewide procurement, storage, distribution and regulation of the state’s procurement and materials handling activities. The class replaces the agency’s past usage of several generic classes that did not adequately explain the statewide role.
