CLASS CONCEPT/FUNCTION

This is the first class in a series performing journey level work in a central state agency responsible for the procurement of goods and services and conduct of procurement related support activities that serve all state agencies and institutions. Positions in this class purchase generalized or special categories of supplies requiring the writing of specifications, soliciting, analyzing, determining and awarding of bids; conduct pre and post contract award compliance activities; and follow-up and expedite the flow of supplies from vendor to user. This class is distinguished from the next higher class by stricter limits on purchase authority, narrower allowances for use of procurement methods and closer supervision of less complex assignments.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: The work is of moderate difficulty and involves such statewide activities as the purchasing and contracting of goods and services, establishing and overseeing contractor compliance standards, and expediting purchase deliveries from vendors to users. Purchases may be spot or single agency term contracts either by sealed or unsealed bid to include a variety of supplies, materials or equipment or be limited to a specialized area such as food or printing supplies with contract signature authority allowed for a set dollar amount. Reviewing and analyzing requisitions, determining methods of procurement, writing or assisting in specification development, performing procurement research, developing sources of supply and administering contracts are typical of procurement duties performed. Contract compliance is assured by conducting pre and post award surveys, on-site inspections, maintaining complaint files and assisting in development of compliance manuals, forms and procedures. The class is also used to maintain customer relations and expedite deliveries in the central warehouse by insuring vendor adherence to specifications and contract terms, collecting and arranging for analysis of contract samples, and investigating and resolving vendor and agency complaints. Positions in this class maintain reports, records and files and assist in developing standard instructions, forms, procedures and reporting systems employed by all state agencies.

 

Supervision Given: This class does not supervise other procurement positions.

Supervision Received: Performs work under the general supervision of higher level positions in the series.

Scope: The work affects procurement decisions within the class’s authorized dollar ceiling, the conduct of investigations, and relations with vendors and customers.

Impact of Actions: Actions taken by persons in this class as they impact on budgets, operations and customer relations are considered moderate.

Personal Contacts: Frequent internal and external contact with vendors and customers is experienced on routine procurement matters.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge in volume commodity purchasing under commodity sealed bidding. Working knowledge of state procedures and policies. Some knowledge of materials management procedures.

Abilities: Demonstrated ability to communicate effectively both orally and in writing. Ability to analyze and evaluate.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or college with course work in business or business related fields.

 

Level and Type of Experience: Experience related to the program area.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

CLASS HISTORY

This is a new class in a series designed to function in a centralized state agency having responsibility for statewide procurement, storage, distribution and regulation of the state’s procurement and materials handling activities. This class replaces the agency’s usage of several generic classes that did not adequately explain the statewide role.
