CLASS CONCEPT/FUNCTION

This is the fifth and highest class in a series for charge positions directing the centralized procurement and materiel handling functions for the largest universities with major research and medical/hospital components or the largest statewide agencies. Positions in this class direct employees that supervise either the centralized procurement and contracting or materiels handling functions. Work involves planning and budgeting for purchases, formulating policies, developing procedures and supervising the day to day operation in a manner that minimizes costs of supplies and services. Positions in this class are differentiated from the Materiel Management Director by the greater complexity and volume of the purchasing and materiels handling functions associated with national research activities and teaching hospitals.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Work is of unusual difficulty involving the direction of a large professional staff in the procurement of a significant volume of specialized items in an extremely time and quality sensitive operation. Work requires analysis funds allocations and requirement for cost savings analysis. Reviews the work of management level buyers supervising large volume purchases including technical research equipment and medical/pharmaceutical supplies, and reviews the development of specifications and solicitations for contractual services. Chairs bid proposal evaluation committees. Accepts or rejects bids and administers vendor appeals or protests. Monitors vendor performance and supervises the materiels handling section in the storage, distribution, accounting and disposal of supplies and equipment. Instructs top management and staff in purchasing procedures and develops agency purchasing policies.

 

Supervision Given: Directs a large group of professional purchasing positions and materiels handling positions through subordinate supervisors and managers.

Supervision Received: Receives limited direction from a top agency administrator outside of the purchasing series.

Scope: Work performed facilitates the performance of the objectives of multiple agencies or institutions.

Impact of Actions: Work performed has an impact on the institution’s ability to deliver services and directly impacts its efficiency of operations by timely and cost effective purchasing. Prevents legal and financial complications by review and analysis of complicated contracts to insure that they comply with the "Agency Procurement and Surplus Property Manual."

Personal Contacts: Frequent internal contacts with top level agency administrators and the Division of Purchases and Supply as well as external contacts with vendors.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the practices and procedures of public procurement, high volume materiel handling operations and considerable knowledge of general management.

Abilities: Demonstrated ability to develop and interpret rules and regulations, to direct others, and to communicate and negotiate verbally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university in a program that includes course work in business administration.

Level and Type of Experience: Extensive experience at a management level in public or private procurement.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

This class resulted from a statewide study of purchasing positions and is comprised of former Purchase and Stores Director C’s.
