CLASS CONCEPT/FUNCTION

This is the third class in a series that incorporates the centralized charge procurement and materiel handling positions for an agency or institution. At this level positions supervise employees that supervise either the centralized procurement or materiel handling functions. Work involves planning and budgeting for purchases, formulating policies, developing procedures and supervising the day to day operation in a manner that minimizes costs of supplies and services. Positions in this class are differentiated from the Materiel Management Supervisor by the greater complexity and volume of the purchasing and materiels handling functions.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Work is of moderate to considerable difficulty involving the procurement of a large volume of specialized items and a time and quality sensitive supply operation. Reviews the work of buyers making large volume purchases, and develops specifications and solicitations for contractual services. Chairs bid or proposal evaluation committees. Accepts or rejects bids and administers vendor appeals or protests. Monitors vendor performance and supervises the materiel handling section in the storage, distribution, accounting and disposal of supplies and equipment. Instructs others in purchasing procedures and develops agency purchasing policies.

Supervision Given: Supervises a group of purchasing positions and materiels handling positions through subordinate supervisors.

Supervision Received: Receives general direction from an agency administrator outside of the purchasing series.

Scope: Work performed facilitates the performance of the agency’s objectives.

 

Impact of Actions: Work performed has an indirect impact on the agency’s ability to deliver services and directly impacts its efficiency of operations by timely and cost effective purchasing. Avoids legal and financial complications by insuring compliance with the "Agency Procurement and Surplus Property Manual."

Personal Contacts: Frequent internal contacts with agency administrators and the Division of Purchases and Supply as well as external contacts with vendors.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge, of the practices and procedures of governmental purchasing, materiel handling and supervisory requirements.

Skills: None identified for this class.

Abi1ities: Demonstrated ability to develop, apply and interpret rules and regulations, to supervise others, and to communicate and negotiate verbally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university in a program that included course work in business administration.

Level and Type of Experience: Experience at a supervisory level in public or private procurement.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
