CLASS CONCEPT/FUNCTION

This is the second class in a series that incorporates the centralized charge procurement and materiel handling positions for an agency. At this level positions supervise employees performing centralized procurement and materiels supply duties. Work involves formulating policies, developing procedures and supervising the day to day operation.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Work is of moderate difficulty due to flexibility in choosing the appropriate procurement method and more significant involvement with service contracting. Reviews or performs the non-routine purchasing activities and supervises the preparation of all purchase orders and requisitions to verify compliance with policy. Reviews or prepares contracts and specifications for items not on state contract, and screens bids before making awards. Contracts for goods and services and interviews or negotiates with vendors. Supervises the storage, distribution, accounting and disposal of supplies and equipment. Instructs others in purchasing procedures and develops agency purchasing policies.

Supervision Given: Supervises a group of purchasing positions and materiels handling positions.

Supervision Received: General supervision is received from an agency administrator outside of the purchasing series.

Scope: Work performed facilitates the performance of the agency's objectives.

 

Impact of Actions: Work performed has an indirect impact on the agency's ability to deliver services. Avoids legal and financial complications by insuring compliance with the "Agency Procurement and Surplus Property Manual."

Personal Contacts: Frequent internal contacts with agency administrators and the Division of Purchases and Supply as well as external contacts with vendors.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Working knowledge of the practices and procedures of governmental purchasing, materiels management and supervisory requirements.

Skills: None identified for this class.

Abilities: Demonstrated ability to apply and interpret established rules and regulations, to supervise others, and to communicate and negotiate verbally and in writing.

 

QUALIFICATION STANDARDS*

Licenses or Certification: None.

Education or Training: Graduation from a college or university in a program that included course work in business administration.

Level and Type of Experience: Experience related to public or private procurement.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
