CLASS CONCEPT/FUNCTION

This is the first class in a series that incorporates the charge procurement positions for an agency. At this level, positions may also have inventory and supply responsibility, but it is not required. Some processing oriented duties may be included in positions in this class, but it is differentiated from positions in the clerical series by authority to sign purchase orders and to deal directly with the Division of Purchases and Supply.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Work is of routine to moderate difficulty as activities are controlled by the Agency Procurement and Surplus Property Manual, but there is some flexibility in choosing the appropriate method. Reviews or prepares all purchase orders and requisitions to verify compliance with policy and affixes commodity codes and contract numbers. Prepares contracts and specifications for items not on state contract, and obtains and screens bids before making awards. Checks invoices against purchase orders. May contract for services and interview or negotiate with vendors. Instructs others in purchasing procedures and assists in the development of agency purchasing policies. May supervise a small stores or supply operation and dispose of surplus property.

Supervision Given: May supervise a limited number of clerical or stores positions.

Supervision Received: General supervision is received from an agency administrator outside of the purchasing series for routine matters. Immediate supervision is received in the more complex areas such as service contracts.

Scope: Work performed facilitates the performance of the agency's objectives.

 

Impact of Actions: Work performed has a limited indirect impact on the agency's ability to deliver services.

Personal Contacts: Frequent internal contacts with agency administrators and the Division of Purchases and Supply as well as external contacts with vendors.

Knowledge: Working knowledge of the practices and procedures of governmental purchasing.

Skills: None identified for this class.

Abilities: Demonstrated ability to apply and interpret established rules and regulations, to maintain and tabulate accurate records, and to communicate effectively verbally and in writing.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school in a program that included course work in business administration.

Level and Type of Experience: Experience related to public or private procurement.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
