CLASS CONCEPT/FUNCTION

This is the highest class in the series for positions that procure supplies, equipment and services for an agency or educational institution. Positions in this class manage the procurement program and/or contract administration program for the largest and most complex agencies and educational institutions. This class is distinguished from the Buyer Senior class by the responsibility to manage all procurement activities to include the supervision of a staff of Buyer Seniors and/or to administer all contractual agreements.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty in directing the activities of a staff of Buyers engaged in the procurement of a multitude of commodities and contracts including consulting agreements, contractual services, data processing equipment, printing and copying, industrial and institutional furnishings, materials, office supplies and equipment, medical equipment and supplies, food, scientific/research/clerical supplies and equipment, telecommunications equipment, and/or concession agreements. Manages all contract administration activities including development, analysis and review of terms and conditions, approval /disapproval, maintenance on an ongoing basis, and other administrative related requirements. Manages and plans operations for the procurement program for the agency and/or educational institution. Develops and implements procurement policies and procedures. Plans daily operations of the procurement activity. Reviews and approves/disapproves major procurement awards. Analyzes documentation to ensure compliance with statutes, policies and procedures. Evaluates all exceptional procurements and approves or disapproves. Prepares reports on procurement operations and contract administration. Prepares and justifies budgetary requirements for the procurement activity. Serves as principal advisor to the director of materiel management in all areas related to procurement and/or contract administration.

Supervision Given: Provides supervision to a staff of Buyer Seniors, Buyer Specialists and Buyers engaged in procurement activities. May supervise lower level Buyers when assigned as the agency/institution contract administrator.

Supervision Received: Directions are received from a Materiel Management Director Senior or other higher level position.

Scope: Procurement program for supplies, equipment and services has agency-wide impact and affects the agency's institution's operations.

Impact of Actions: Significant costs in time and money and a direct affect on agency-wide operations may be attributed to the procurement program. Contract administration may have significant impact on specific operations as well as overall agency operations in terms of time, money and effectiveness.

Personal Contacts: Frequent contacts with agency management regarding the procurement program. Frequent contacts with vendors particularly with regard to contractual agreements' terms, conditions and effectiveness.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of the principles and practices of procurement supplies, equipment and services. Considerable knowledge of the policies and procedures contained in the Division of Purchases and Supply "Agency Procurement and Surplus Property Manual." Considerable knowledge of contract administration and associated requirements.

Abilities: Demonstrated ability to manage a procurement program. Demonstrated ability to administer a contract program. Demonstrated ability to develop, interpret and apply policies and procedures. Demonstrated ability to direct the work of others. Demonstrated ability to advise agency management on procurement and contract program operations.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from a college or university with major course work in business administration or related curriculum.

Level and Type of Experience: Experience in managing a procurement program for supplies, equipment and services. Experience in administering a contract program, including one involving the provision of professional and nonprofessional services.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

CLASS HISTORY

This class was established as a result of the statewide study of procurement-related positions that was effective July 1, 1987. This class replaced the class Purchasing Manager.
