CLASS CONCEPT/FUNCTION

 

This is the journey level class in the series for positions that procure supplies, equipment and services for an agency or educational institution. Positions in this class analyze requisitions in order to determine the correct and most effective method of procurement for supplies, equipment and services. This class is distinguished from the Buyer class by the greater variety and increased volume of commodities purchased, the requirement for negotiation with vendors, the authority to approve purchase orders to specified dollar limits, and the provision of assistance in contracts for services. This class is distinguished from the Buyer Senior class by the fact that the Buyer Senior procures high dollar commodities involving technical or research equipment and supplies and is actively involved in the procurement of professional and non-professional services.

 

 

DISTINGUISHING FEATURES OF THE WORK

 

Complexity of Work: Performs work of moderate difficulty in the analysis of requisitions and the determination of the most effective method of procurement for supplies, equipment and services. Positions in this class assist and advise customers in areas such as procurement, documentation requirements, product availability and sources of supply. Reviews requisitions in order to determine method of procurement: state contract, agency contract, bid-sealed or unsealed, sole source, negotiated procurement or telephone quote. Analyzes specifications, delivery requirements, product availability and price. Develops and writes specifications for formal and informal invitations for bids; analyzes and evaluates vendors responses; and accepts or rejects bids. Negotiates with vendors to achieve the best and final pricing, delivery terms and controlling terms and conditions for procurements. Initiates, receives and executes within established dollar limits, agency purchase orders. Monitors and evaluates vendor performance in order to insure compliance with delivery requirements, quality and general terms and conditions. Interviews manufacturer and dealer sales representatives to discuss availability of products, price trends, and market conditions. Develops and investigates sources of supply. Provides assistance in the development, review and administration of contracts for services. Establishes term contracts for goods and services.

 

Supervision Given: May provide supervision to Buyers or clerical employees.

 

Supervision Received: General supervision is provided by a Buyer Senior or other higher level position.

 

Scope: Accuracy and expediency in the procurement of supplies and equipment may affect agency operations to the extent that such supplies and equipment are necessary to the conduct of such operations.

 

Impact of Actions: Costs in time and money, affect on agency operations, and inconvenience to customers is likely if appropriate procurement activities are not completed in a timely and cost efficient manner.

 

Personal Contacts: Frequent contacts with agency personnel in the analysis of agency procurement requirements. Frequent contacts with vendors for the purpose of negotiation of prices, terms and conditions.

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge: Working knowledge of the principles and practices of procurement. Considerable knowledge of the policies and procedures contained in the Division of Purchases and Supply "Agency Procurement and Surplus Property Manual."

 

Skills: None identified for this class.

 

Abilities: Demonstrated ability to analyze purchasing requisitions. Demonstrated ability to interpret policies and procedures guidance. Demonstrated ability to negotiate with vendors and to discuss customer complaints. Demonstrated ability to advise and to discuss procurement requirements with agency personnel.

 

QUALIFICATIONS GUIDE*

 

Licenses or Certification: None.

 

Education or Training: Graduation from high school with course work in business administration or related area of curriculum.

 

Level and Type of Experience: Experience in procurement of supplies and equipment to zinc u e negotiation with vendors.

 

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

 

 

CLASS HISTORY

 

This class was established as a result of the statewide study of procurement related positions that was effective July 1, 1987. This class replaced the class Buyer B.
