CLASS CONCEPT/FUNCTION

This is the beginning level class in the series for positions that procure supplies, equipment and services for an agency or educational institution. Positions in this class process purchase requests for supplies and equipment by reviewing requisitions and specifications in order to determine the appropriate method of procurement. This class is distinguished from the Buyer Specialist by the limited volume, variety, and complexity of commodities purchased.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of routine difficulty in the review of requisitions and specifications in order to determine the appropriate method of procurement. Within limited dollar amounts, incumbents assign requisition numbers, write invitations for bids, develop specifications, and solicit bids. Contacts are made with vendors to secure price quotes for supplies and equipment within specified dollar limits. Incumbents receive bid invitations, evaluate and prepare bid tabulation sheets and make initial award determinations. Evaluates vendor performance and customer complaints. Monitors status of purchase orders and expedites delivery. Maintains up-to-date mailing lists for various supplies and equipment. May perform market surveys on equipment and supplies in order to obtain information on quality, performance, problems or pricing.

Supervision Given: May provide supervision to clerical employees.

Supervision Received: General supervision is provided by a higher level Buyer or other higher level position.

Scope: Proper processing of requisitions and subsequent selection of method of procurement affects the timely receipt of supplies and equipment.

 

Impact of Actions: Inconvenience, and occasionally costs in time and money could be the result of improper processing of purchase requisitions.

Personal Contacts: Frequent contacts with agency personnel concerning the status of purchase requests and procedures for purchasing supplies and equipment. Occasional contacts with vendors.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Some knowledge of the principles and practices of procurement. Working knowledge of the policies and procedures contained in the Division of Purchases and Supply "Agency Procurement and Surplus Property Manual."

Skills: None identified for this class.

Abilities: Demonstrated ability to interpret detailed written procedural guidance. Demonstrated ability to discuss purchasing requirements with agency personnel. Demonstrated ability to discuss complaints with customers and vendors.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school with some course work in business administration or related area of curriculum.

Level and Type of Experience: Experience related to procurement activities.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.

This class was established as a result of the statewide study of procurement related positions that was effective July 1, 1987. This class replaced the class Buyer A.
