Distinguishing Features of the Work

Manages the graphic communications office in the Department of General Services.

Supervises and provides artistic/technical guidance to a staff of regular and wage Graphic Artist Illustrators. General administrative direction is received from the Purchases and Supply Assistant Director for Procurement.

The work involves providing a full range of professional-quality graphics services, consultation, and assistance to state agencies; authorizing agency purchases of graphics from outside sources; and approving the filling of vacant agency graphics positions. Formulates and implements policies and procedures relating to pricing, purchasing, billing collections, budgets and expenditures for the graphic communications office. Plans, assigns and reviews work.

Researches, designs, writes and edits complex projects to ensure quality work for agency customers. Prepares cost estimates, and bids for projects in competition with private sector firms. Promotes graphic communications office and services with agencies.

Prepares annual operating budget, and sales and expense reports monthly, quarterly and annually. Prepares bid and production specifications for commercial printing/manufacturing and vendor performance measurement. Hires, trains and evaluates staff.

 

Qualification Guide

Knowledge of the principles and practices of graphic arts. Knowledge of commercial printing requirements, state bid procedures, and small business accounting and management practices. Ability to interact with a variety of people and direct the work of graphic artists.

Graduation from a college, university or professional school with major studies in graphic arts, commercial art, or a related field, and experience related to the position’s duties: or an equivalent combination of training and experience.
