Distinguishing Features of the Work

 

Directs the Statewide purchasing and stores division for a State agency with responsibility for direct buying of all supplies, equipment, contractual services and insurance amounting to more than $15,000,000 annually.

 

The duties involve formulating policies, developing procedures, and making final decisions on matters pertaining to the work, and for central purchasing of automotive equipment and supplies for all State agencies. Supervision of stores involves responsibility for stocking of approximately 26,000 items with a value of approximately $2,000,000 and an annual stock turnover of about $6,000,000. General direction is received from the agency head. Supervision is exercised over an administrative services staff.

 

Examples of duties characteristic of positions in this class:

 

  1. Establishes purchasing policies and procedures and accounting methods, organizes and assigns work and reviews work performed by subordinate buyers and personnel in stores section.

  3. Visits field offices and storerooms to review operations and to determine needs and performance of various commodities purchased.
  4.  

  5. Purchases road materials, gasoline and oils, and heavy equipment; negotiates annual and semi-annual contracts for commodities; prepares specifications for commodities purchased.

  7. Interviews sales representatives; opens and reads bids; checks awards after bids are tabulated; signs purchase orders.
  8.  

  9. Supervises transfer of surplus property to State Division of Purchase and Printing.
  10.  

  11. May supervise several administrative service functions such as central mail and office supply room, central files, duplicating section and telephone exchange; may act as liaison with agency responsible for maintenance and operation of the office building.

 

 

Qualification Standards

 

Graduation from an accredited college or university with major studies in engineering, business administration, or related field and eight years of progressively responsible experience in responsible engineering or managerial duties, preferably including experience in volume purchasing of a variety of commodities. Additional experience in an administrative or managerial capacity which has provided a knowledge of engineering or management equivalent to that acquired in college may be substituted for college education on an equivalent time basis.

 

Extensive knowledge of the business practices in the manufacturer and distribution of a variety of commodities used by the State and of the uses of a variety of commodities; ability to develop adequate sources of supply; ability to direct large scale purchasing and storage activities; ability to standardize procedures; ability to deal effectively with heads of departments and institutions and the general public.
