Distinguishing Features of the Work

Develops specifications, purchase contracts, and the conditions of purchases for a wide variety of commodities, and supervises a Statewide storekeeping and inventory system.

Purchasing of a variety of stocked and non-stocked items and the awarding of contracts, as well as supervising and implementing inventory controls and storekeeping activities for a Statewide system. Although the work normally involves solicitation of bids according to established standards and procedures, frequently agencies and vendors must be consulted on automotive equipment purchases to ascertain the exact needs and utilization of vehicles as compared to possible unnecessary extras. Normally, purchases and purchase contracts are implemented independent of the central State purchasing department, and may include automotive purchases for the central purchasing agency. Insurance policies are negotiated on bid bases to provide coverage for State vehicles, damages resulting from road construction work, and revenue bonds insurance, with responsibility for determining the acceptability of such bids. Significant responsibility also exists for determining stock levels, open- or fixed-stock quantity purchases, need for maintaining commodities in stock, and genera1 inventory control for several storekeeping units throughout the State. Considerable latitude and independence in purchasing procedures and contract awards is permitted, but direction is received from the Purchase and Stores Director C who establishes the general operating policy for agency purchases.

Examples of duties characteristic of positions in this class:

Develops specifications; studies price trends and availability of supplies; determines method of purchase and sources of supply; reviews bids, determines most appropriate bid, and awards purchase contract; confers with State agencies requesting purchase of special automotive equipment to determine specifications for bid purposes.

  3. Makes field visits to check performance of materials and equipment; develops reports on performance and discusses results with manufacturers; inspects the operation of stores and warehouses; changes procedures to improve property control.
  4. Investigates excessive use and losses of supplies and equipment and takes necessary action; determines appropriate stock levels for stores; arranges special schools for mechanics in the care and use of equipment; determines need for open stocked items or for purchases on "as needed" basis.
  5. Develops specifications and purchases insurance coverage for agency operations and toll revenue facilities.
  6. Explains centra1 purchasing procedures to personnel, and purchases automobiles, trucks, automotive equipment, and supplies for other State agencies.
  7. Supervises the work of the property accountability section; supervises the distribution of gasoline to bulk tanks throughout the State.

 

Qualification Standards

Completion of a standard high school course and eight years of administrative business experience in the purchase, production, manufacture, selling, or storing of a variety of commodities including engineering or automotive equipment. Supervisory engineering experience which provided knowledge of the uses of equipment and materials may be counted as qualifying. At least three years of experience must have been in volume purchasing of a variety of commodities. Completion of a standard college or university course with major studies in engineering or business administration may be substituted for four years of the general experience reputed.
