Distinguishing Features of the Work

Determines policies and purchases supplies, equipment, and services and supervises a group of employees engaged in purchasing, property control, and storekeeping activities for an agency.

 

This class involves responsibility for purchase and procurement of over 20,000 different items in varied commodity fields such as construction materials, engineering equipment, medica1 and hospital supplies, and equipment with expenditures exceeding $1,00O,OOO annually. Because of such factors as construction programs, educationa1, technical, laboratory or medical classification of items, special grants of funds and emergencies, a large portion of commodities are procured by direct purchase orders.

 

Standardizing items to be used, supervising several specialized storerooms on a revolving fund basis and investigating and controlling purchase and use of supplies to effect economies are characteristic of this class. ·

 

General direction of a policy nature is received from the business manager or comptroller.

 

Examples of duties characteristic of positions in this class:

 

  1. Supervises the centralized purchasing, property control and disposal and storekeeping activities for an agency having a number of storerooms and involving many varieties of stocked items.

Makes a substantial number of direct purchases in large volume, consolidating needs of several requisitioning units; determines the actual need for requested items, substitutes more economical and appropriate items. Recommends grade, quantity, and quality desirable and determines proper price to pay for materials, equipment, and supplies.

  5. Reviews requisltion6 end determines packer method of procurement; assigns requisitions to subordinate employees for action; reviews and signs purchase orders, and requests for purchases.

  7. Writes detailed specifications for making contracts on painting, tiling, roofing, air conditioning, and renovation of buildings.

  9. Keeps informed on market conditions and trends, sources of supply, and distribution practices for a variety of commodities.

  11. Secures bids and negotiates contracts for procurement of perishable foods and contractual services.
  12.  

  13. Supervises a general stores department operating on a revolving fund basis and is responsible for purchasing proper items and maintaining essential stock levels; supervises invoicing and cost accounting records for component units of the agency.

  15. Makes studies of the number and variety of items carried in stock and eliminates duplicates in order to standardize types of Steve to be stocked.

  17. Supervises property transfer and disposal program; supervises the salvage and repair of usable equipment such as desks, typewriters and duplicating equipment.

  19. Analyzes comparative consumption reports of agency units on various stock items and takes action to eliminate waste.

 

 

Qualification Standards

 

Completion of a standard high school course and eight years of administrative business experience in the purchase, production, manufacture, processing, storing or selling of a variety of commodities. At least four years of this experience must have been in volume purchasing and property control and storage of a variety of commodities. Completion of a standard college or university course with major studies in business administration may be substituted for four years of general business experience.

 

Thorough knowledge of the business practices and procedures in the manufacture, storage, sale and distribution of a variety of commodities used by the agency; ability to determine usefulness of various items and make substitutions; ability to organize and supervise the work of a large staff of employees, standardize procedures and to deal effectively with requisitioning units and the general public.
