Distinguishing Features of the Work

Supervises a group of employees engaged in the purchase and procurement of supplies, equipment, and services; warehouse and storage activities; and property control for a State agency involved in a variety of activities.

The duties involve responsibility for the procurement of all supplies and equipment, negotiation of contractual services, and supervision of storage facilities for a State agency. Considerable independence is exercised in routine procurement activities, but the work must be coordinated with and in conformance with the standards of the Department of Purchases and Supply. This class is distinguished from the Purchase and Stores Supervisor B class by the variety of commodities purchased; the necessity to procure more individual specialized items due to the diverse nature of the activities of the agency, such as participation in research contracts involving unique equipment; and a higher degree of independence of action. Positions in this class are responsible for maintaining proper storage facilities and inventory records. Purchase contracts on items peculiar to the agency are often directly awarded. Items used throughout the agency are standardized and purchases are controlled in a manner as to obtain the most economical price. General supervision and policy direction are received from a higher level administrator, but the work involves considerable independence of action.

Examples of duties characteristic of positions in this class:

1. Supervises the centralized purchasing, property control, disposal and storekeeping activities for an agency having a number of storerooms and involving many varieties of stocked items.

2. Reviews requisitions for completeness and determines proper methods of procurement.

3. Makes direct purchases on items peculiar to the agency concerned and on emergency purchases in accordance with State policy and procedures on obtaining bids and awarding purchase orders; develops reliable sources of supplies, reviews and accepts or rejects bids, and justifies the action taken.

4. Writes detailed specifications for making contracts on painting, tiling, roofing, air conditioning, and renovation of buildings.

5. Keeps informed on market conditions and trends, sources of supply, and distribution practices for a variety of commodities.

6. Secures bids and negotiates contracts for procurement of perishable foods and contractual services.

7. Supervises clerical personnel in the maintenance of inventory records and in preparation of requisitions for the purchase of supplies through the Department of Purchases and Supply.

8. Prepares contracts from specifications for supplies and services purchased in that manner; consults with vendors and/or agency department heads in the development of item specifications.

9. Supervises the agency’s property transfer and disposal program in accordance with regulations of the State Surplus Property Office; maintains inventory of equipment assigned to the various units of

the agency.

10. Makes studies of the number and variety of items carried in stock and eliminates duplicates in order to standardize types of items to be stocked,

11. May inspect the work of a tailor shop that alters and repairs uniforms to insure that work is in accordance with specifications.

12. May maintain records of the operation of a fleet of vehicles; notifies operators when vehicles require servicing.

 

Qualification Standards

Completion of a standard high school course and seven years of administrative experience in the purchase, production, manufacture, processing, storing, or selling of a variety of commodities. purchasing and property control and storage of a variety of commodities. Additional education related to the duties of the position may be substituted on an equivalent time basis.

Considerable knowledge of the business practices and procedures in the manufacture, storage, sale, and distribution of a variety of commodities used by the agency; ability to determine usefulness of various items and make substitutions; ability to organize and supervise the work of a staff of employees, standardize procedures, and to deal effectively with requisitioning units and the general public.
