CLASS CONCEPT/FUNCTION

This is the single class in the Chief Deputy/ABC series. This class is responsible for planning, developing, and directing all administrative, distribution and regulatory programs in the Department of Alcoholic Beverage Control (ABC). Responsibilities delegated by the Board Chairman typically include regulatory enforcement and inspection, accounting and controlling, data processing, purchasing and auxiliary services, business research, real estate, security, merchandising and distribution, and retail store operations.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of unusual difficulty which involves directing all statewide programs of the ABC Department. Position plans and develops departmental programs and provides direction to all sub-programs to ensure that the Department’s objectives are accomplished in accordance with established priorities and directives. Monitors the levels of service to ensure that adequate support is provided to the Department as needed. Ensures that there is effective communication with state central agencies and the legislature. Provides direction to all sub-programs in the planning and implementation of management development training for staff; and of personnel management activities in the functional areas of employment and recruitment, equal employment opportunity and affirmative action, performance planning and evaluation, and disciplinary actions. Ensures timely compliance with all applicable policies, rules, and regulations. Position determines expectations for ABC Directors for Administration, Distribution, and Regulation, and evaluates their performance. Attends Executive Committee meetings, and consults with and advises the ABC Board.

Supervision Given: Provides administrative direction to ABC Directors for Administration, Distribution, and Regulation, and direction to an Executive Secretary.

Supervision Received: Receives administrative direction from the Board Chairman. Work is reviewed in terms of successful strategies and accomplishment of department wide objectives.

Scope: Work involves directing complex department wide programs which are essential to meeting departmental goals that affect service delivery to the general public.

Impact of Actions: Decisions made by this position have serious impact on the management of the ABC Department in terms of operations, services delivered, and general administration.

Personal Contacts: Frequent internal and external contacts with other state agencies, legislators, the federal government, local governments, special interest groups, vendors, other alcoholic beverage control states, Assistant Attorney General, and the general public to coordinate policy development, resolve operational issues, and to plan and manage large-scale projects.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Comprehensive knowledge of all departmental programs and their management needs; of the legislative process; of the principles and practices of organizational behavior; financial systems; marketing; regulatory processes; operations research; strategic planning; procurement; management information systems; the administrative decision-making process; and of applicable laws, regulations, and policies.

Abilities: Demonstrated ability to direct large-scale, multi-location department wide programs; to develop or provide input to departmental policy and legislation; to develop strategies for solving complex problems or meeting departmental goals; and to direct the work of others. Demonstrated ability to work with central agencies and the legislature to accomplish departmental objectives, and to develop and make effective presentations for the ABC Board.

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in public or business administration or a related field.

Level and Type of Experience: Progressively responsible managerial experience in public administration and directing multiple administrative programs.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
