Distinguishing Features of the Work

Supervise alcoholic beverages purchasing function, supervises retail outlet replenishment activities and supervises Licensee Sales Section of Merchandising Division.

Examples of duties characteristic of positions in this class:

  1. Analyzes previous sales and inventory levels to anticipate merchandise purchasing needs. Monitors activities of distillers and others related to industry for discount buying and purchasing in anticipation of industry strikes. Issues reports abnormal inventory levels. Issues purchase orders for merchandise based on knowledge or season, customer buying habits, costs, shipment scheduling and industry shipment standards.
  2. Monitors cost of merchandise. Quotes correct retail prices to customers for special orders. Determines mark-up on listed items and assists in preparation of price list.
  3. Coordinates shipment of purchases with Department’s Traffic Manager and assists with responsibilities of the Traffic Manager.
  4. Coordinates the stocking of merchandise in all ABC retail outlets to insure proper levels of inventory. Interfaces with trucking company and Stores Division for coordination of shipments including licensee orders, special orders, specialty items and new items.
  5. Notifies Purchasing Section of low stock items in warehouse. Surveys each Store’s turnover of merchandise and recommends removal of slow selling items. Advises Accounting Division from Store’s Division reports when transfer orders are issued or merchandise is adjusted to store inventory if there has been an over shipment.

  7. Issues transfer orders for unsalable merchandise and discontinued items from stores to warehouse and from warehouse to distillers.
  8. Stocks nets store with merchandise; surveys inventories of stores with similar locations and business trade to determine proper inventory level of new store.
  9. Coordinates processing of all purchase orders and invoices for wine and forms sold to wholesale and retail licensees. Monitors issuance of transportation permits and certificates for industrial users of alcohol. Coordinates yearly renewals. Monitors activities between Wholesale Distributor and Retail Licensees by checking invoices. Sells purchase orders and wine invoice forms used by wholesalers for their transactions.
  10. Coordinates laboratory analysis of wines and determines if wine labels meet Departmental requirements.
  11. Makes refunds for overpayments on mark-up on wholesale orders, permits form fees and taxes.
  12. Verifies and balances monthly Wholesale Distributor reports of purchases, sales, inventories and taxes. Prepares monthly and annual reports of section’s activities for Division Director. Computes taxes and collects taxes from licensed transportation companies for the number of drinks of alcoholic beverages they sold while traveling through Virginia. Computes taxes from information contained in the quarterly reports submitted by the licensed transportation company.
  13. Supervises work of section’s employees; responsibilities include employment, training, performance evaluation and discipline.

 

Qualification Standards

Graduation from high school or equivalent and five years’ experience in merchandising or retailing, one year of which must have been in a responsible supervisory or administrative capacity. Additional education may be substituted for experience on an equivalent time basis, provided that no substitution is made for the required supervisory or administrative experience.
