CLASS CONCEPT/FUNCTION

 

This is the single class in the Business Research/ABC series that manages and directs large-scale marketing and operations research, statistical reporting, legislative impact, strategic and site location planning, and forecasting functions for the Department of Alcoholic Beverage Control (ABC). The position directs the development of strategic and site location plans, policies and regulations, legislative proposals, revenue, and other requested forecasts; and the analysis of the efficiency and effectiveness of programs.

 

 

DISTINGUISHING FEATURES OF THE WORK

 

Complexity of Work: The single position in this class performs work of unusual difficulty in directing the application of marketing research, operations research, statistics, financial analysis, and other management science principles to compile, analyze, and interpret data; in formulating recommendations to management; and in developing and presenting written and oral reports. Identifies management objectives and expectations that can be realized from properly specified research projects. Manages a professional and technical staff involved in developing research designs, methodologies, conclusions, recommendations, and implementation strategies. Directs cost-benefit assessments of programs, regulations, and legislation; and analysis of store site locations. Manages the development of revenue and specially requested econometric forecasting models or contracts for these services with outside providers. Directs the departmental strategic planning process to provide for long-range planning that is designed to define external factors or other areas of concerns; to identify internal strengths and weaknesses; to state clearly departmental goals and objectives; and to develop comprehensive written plans that identify strategies and operational alternatives to address long-range concerns. The position in this class is responsible for planning and establishing divisional goals, objectives, and priorities; planning, developing and implementing budget and resource management; directing activities to accomplish goals and objectives; directing and evaluating staff; and participating on committees and projects.

Supervision Given: Provides directions to a professional and technical staff, and general supervision to an Executive Secretary.

 

Supervision Received: Receives general direction from an agency administrator in the establishment of long-range goals and programs objectives.

 

Scope: Formulates a wide range of research and planning projects that affects the department’s services to the public, revenues to the state, and efficiency and effectiveness of general operations.

 

Impact of Actions: Recommendations and conclusions resulting from research and planning seriously affect the department’s managerial decision-making process and implementation of programs. Effective performance provides management with accurate and timely reports to base sound business decisions that maximize revenues and service levels. Ineffective actions could cause major costs to the department in terms of losses in revenues and in the public goodwill.

 

Personal Contacts: Frequent internal and external contacts with state governmental and trade association officials to obtain and provide information; executive and legislative officials to explain revenue projections and the forecast methodology used; legislative committees and executive commissions to discuss the impact of legislation on the department; an Assistant Attorney General to discuss issues and legal proceedings; providers of econometric forecasting to discuss contracting for services; and departmental management to coordinate projects and share information.

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge: Comprehensive knowledge of departmental organizational functions, planning cycles, and systems; research techniques and methodologies; project management techniques; and management principles and practices. Considerable knowledge of the principles of finance, accounting, marketing, and decision theory.

Abilities: Demonstrated ability to direct a significant departmental function; to identify large-scale research and planning needs of unusual complexity; to manage the activities of an analytical, research, and statistical staff engaged in departmental projects; to develop and implement recommendations in a complex business and regulatory management environment; to set goals and meet deadlines; to design and apply new research methods and techniques: and to ensure that research results are effectively and promptly communicated to all levels of management.

QUALIFICATIONS GUIDE*

 

Licenses or Certification: None.

 

Education or Training: Graduation from a accredited college or university with course work in planning, public or business administration, economics, operations research, or a related field.

 

Level and Type of Experience: Progressively responsible experience in managing planning, research, analysis, or related functions.

 

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
