CLASS CONCEPT/FUNCTION
This is the second class in the Claims Examiner series. Positions analyze unemployment insurance documentation and claimants' and employers' accounts and records for conformity to applicable state and federal unemployment insurance laws, assess eligibility of claims, and place or adjust charges to employers' accounts. Positions are responsible for reviewing and processing involved or complex claims and charges which affect employers' experience rating to ensure the correct application of statutes and procedures and to resolve discrepancies and expedite processing. Positions typically train, direct, and provide technical assistance to lower level claims technicians, and office support staff involved in processing claims and charges. This class is distinguished from the Claims Technician class by its extensive review and analysis of unemployment insurance documents and accounts, by the greater complexity of issues encountered, and by the direction given to Claims Technicians and office support staff.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of moderate difficulty requiring the identification, analysis and examination of claim and employer records, unemployment insurance documentation and correspondence. Duties include examining and comparing internal and external documents to discover discrepancies; determining compliance with applicable state and federal unemployment insurance laws, regulations and eligibility requirements; determining and applying employer charges; communicating with claimants, employers, and other parties to acquire additional information or explain agency actions in the award or denial of claims, or charges placed against employers' accounts. Positions modify claim awards or denials, make adjustments to charges placed against employers' accounts which affect annual tax rates, and serve as lead worker by assigning, reviewing, and scheduling work.
Supervision Given: Supervision is not typically a factor; however, work direction is given to Claims Technicians and office support staff.
Supervision Received: General direction is received from an Unemployment Compensation Supervisor who allows considerable independence in the performance of duties.
Scope: Positions in this class affect the accuracy and reliability of the unemployment insurance programs by allowing or denying claims based on statutory criteria, and placing charges against employers' accounts which affect their tax rates.
Impact of Actions: Decisions impact the amount of money paid to claimants, and the amount of tax to be paid by employers. Actions also affect the accuracy of unemployment insurance data available to other users of the agency's information, and the public goodwill.
Personal Contacts: Frequent external contacts with claimants, employers and other parties to explain rules, regulations and decisions, obtain additional information and to respond to inquiries.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Considerable knowledge of the state and federal unemployment insurance laws, rules and regulations, and methods used to determine the award or denial of claims and place charges against employers' accounts. Working knowledge of claims processing and office accounting procedures.
Skills: Working skill in the operation of a calculator and keyboarding.
Abilities: Demonstrated ability to analyze complex claims and to apply appropriate rules and procedures; to train and supervise the work of others; to communicate effectively, both orally, and in writing; to interpret and apply instructions; and to perform basic arithmetic calculations.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from high school with course work in business math and accounting.
Level and Type of Experience: Considerable experience in work such as bookkeeping, accounting, or inventory control or related experience requiring logical determination of the accuracy of data.
An equivalent combination of training and experience indicating possession of the preceding knowledge, skills and abilities may substitute for this education and experience.

Positions in this class were formerly classified as Unemployment Compensation Claims Examiner B. This class was revised and retitled as a result of a classification study conducted by the Virginia Employment Commission, effective March 1990.
