Distinguishing Features of the Work
Serves as an assistant director of the Unemployment Insurance Division of the Virginia Employment Commission.
Supervises Unemployment Compensation Supervisors and other support staff. Reports to the Employment Commission Assistant Commissioner Unemployment Compensation.
Serves as the assistant director either for the Program Division or for the Operations Division. Functions handled by these divisions include lower authority appeals, collections, and management support services (Programs); regional office administration, and the tax and benefits programs (Operations).
Incumbents of these positions are responsible for budget and new program development, establishment of policies and procedures for program implementation, decision making regarding program operations and staff utilization, and monitoring program progress against established standards. Coordinates unemployment insurance operations with other agency divisions, state agencies, and local governmental or service delivery organizations to enhance program effectiveness and avoid duplication of effort.
Analyzes and recommends legislative changes. Interprets proposed and enacted legislation to program clients, the general public, elected and appointed officials, and private interest groups. Participates in regional and local public relations efforts with employer groups, private interest groups, and citizens.
Qualification Guide
Knowledge of the organization, operation, and statutory provisions of unemployment compensation programs. Knowledge of fiscal and administrative management procedures. Demonstrated ability to establish and maintain effective working relations with business and

government officials, the public, supervisors and subordinates. Ability to interpret and apply statutory requirements to specific
agency situations. Ability to analyze and evaluate program effectiveness.
Graduation from a college or university preferably with emphasis on public or business administration, and related occupational experience in a management or supervisory capacity; or an equivalent combination of training and experience.
