CLASS CONCEPT/FUNCTION
This is the first class in the Unemployment Compensation Program series responsible for managing a benefits, tax, or management support unit of the statewide Unemployment Insurance Program. This class is distinguished from the Unemployment Compensation Supervisor by the latter's responsibility for the management of a unit of the statewide Unemployment Insurance Program and the supervision of staff.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of moderate difficulty assisting in the adminis-tration and maintenance of a unit involved in benefit claim processing, eligibility determination, liability determination for employers' unemployment compensation or tax assessment of the statewide Unemployment Insurance Program. Responsible for assisting in the management of a centralized program which typically is administered through local Employment Commission offices. Directs the work flow of employees, assigning tasks, giving direction and technical guidance to employees. Analyzes complex problems; trains employees on procedural changes; responds to inquiries from claimants, employers, other states, and the Department of Labor to increase under-standing of the Unemployment Insurance Program and to resolve problems and complaints.
Supervision Given: Supervision is typically not a factor, although positions in the class assist an Unemployment Compensation Supervisor by performing as a lead worker, providing technical assistance and assigning and reviewing work.
Supervision Received: General supervision is received from an Unemployment Compen-sation Supervisor who establishes work priorities, determines staffing needs, and explains changes in policies and procedures.
Scope: Assists in managing a unit of the statewide Unemployment Insurance Program involved in benefit claim processing, eligibility determination, liability determi-nation, or tax assessment. Decisions or actions taken by these positions may affect individual employers and/or Unemployment Insurance claimants.
Impact of Actions: The Unemployment Insurance Program is administered to claimants and employers on a statewide basis under the provisions of the Unemployment Insurance Act through central and local office management activities. Decisions regarding assessment of taxes and payment or denial of benefits directly impact the trust fund and the social and economic well-being of citizens. Decisions and actions also impact levels of efficient, effective, consistent services provided to the public, as well as the agency image.
Personal Contacts: Frequent external contacts with claimants, employers, and other state and federal auditors to answer inquiries concerning unemployment insurance statutes, rules and regulations; to clarify laws; and to resolve problems. Frequent internal contacts with local office staff, Unemployment Compensation Regional Directors, and central office personnel to answer program inquiries, schedule work, and resolve problems.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Working knowledge of the Virginia Unemployment Compensation Act, auto-mated systems, and the principles and practices of office management.
Skills: None identified for this class.
Abilities: Demonstrated ability to interpret and explain laws, regulations, and procedures; to communicate effectively orally and in writing; to deal tactfully with the public; and to implement methods and procedures, independently or through leading other employees in the unit.
QUALIFICATIONS GUIDE*
Licenses or Certification: None.
Education or Training: Graduation from a college or university with course work in business, public administration, accounting, management, or a related field.
Level and Type of Experience: Experience which provided a knowledge of the unemployment compensation program.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.

This class, previously titled Unemployment Compensation Supervisor A, was revised and retitled as a result of a biennial review conducted by the Virginia Employment Commission, as part of the Classification Review/Specification Update Program, effective January 1992.
