CLASS CONCEPT/FUNCTION
This is the supervisory class in the Labor Market Analyst series. Positions in this class supervise a staff responsible for compiling, analyzing, and interpreting labor and wage data for reports and publications. Positions are responsible for statistical reliability and quality implementation and evaluation of program operations and interpretation of Department of Labor and Industry regulations, rules, policies and instructions for program area. This class is distinguished from the Labor Market Analyst Senior class by the management of program operations and the supervision of a staff.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of considerable difficulty in directing the design, data collection, analysis, and publication of statewide and area surveys, reports, and publications. Reviews final reports prior to publication for accurate development of statistics and appropriate analytic explanations; confers with representatives of state and local jurisdictions to develop information and statistics to meet their specific needs; plans work priorities; allocates resources for projects and makes assignments. Implements and evaluates operating and data processing systems and identifies and corrects operating deficiencies. Develops and devises improvements in data processing systems in coordination with data processing personnel. Interprets and implements federal guidelines and directions related to program execution. Participates in regional and national conferences to improve statistical reliability, quality, and survey methods. Prepares contractual materials and justifications to obtain government funding and ensures contracted agreements are met in a timely and cost effective manner within the fund limitations.
Supervision Given: Supervises a small staff of employees, typically Labor Market Analysts, Labor Market Analysts Senior and clerical staff. Positions in this class supervise analysts as they compile, analyze and interpret labor and wage data.

Supervision Received: Performs work under the direction of a Labor Market Chief. Receives broad guidance on special projects, operates independently in daily operations, and makes administrative decisions.
Scope: Positions are responsible for a well-defined program of national and state labor market information.
Impact of Actions: Reliability of data and information which is released affects national and state statistics used by federal and state governments and the private sector for planning and allocation of resources.
Personal Contacts: Frequent contacts with organizational management, data processing personnel, private sector employers, and representatives in other state agencies and the federal government for the purpose of soliciting program participation, explaining the program, and seeking clarification and guidance.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Considerable knowledge of the principles and practices of statistical analysis and applied statistics. Working knowledge of automated data processing concepts and the use of automated system technology. Working knowledge of supervisory principles and practices.

Abilities: Demonstrated ability to evaluate unit and programmatic effectiveness, analyze information and formulate supportable conclusions, maintain working relationships with others, and supervise and train individuals in their work.
QUALIFICATIONS GUIDE*

Education or Training: Graduation from a college or university with major studies in business, public administration, or mathematics with course work in economics, statistics, and automated systems analysis.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
