CLASS CONCEPT/FUNCTIOH

 

This is the journey level class in the Labor Market Analyst series. Positions are responsible for analyzing and interpreting employment statistical data and labor market information in order to prepare reports of current and projected labor and wage conditions within the state. Serves as lead worker to provide technical assistance and guidance to ensure adherence to federal and state guidelines in collecting and compiling information. This class is distinguished from the Labor Market Analyst class by the technical assistance/guidance given to lower level analysts and by the more complex analysis and statistical methods used. This class is distinguished from the Labor Market Analyst Supervisor class by the latter's responsibility for managing program operations and supervising a staff.

 

 

DISTINGUISHING FEATURES OF THE WORK

 

Complexity of Work: Performs work of moderate difficulty which involves developing labor force characteristics, employment earnings, wages and hours, employment and unemployment estimates and other demographic information using survey and statistical methods in compliance with federal and state guidelines. Updates electronic data base with employment and wage data, and creates new records during edit processing. Researches and manipulates data for inclusion in special studies; analyzes automated reports for fluctuations in data; edits survey data for reasonableness, accuracy, and discrepancies; resolves or explains discrepancies and fluctuations. Writes newsletters and devises reporting formats for publication; prepares appropriate documentation with explanations and corrections. Determines parameters for sampling surveys and performs random samples to verify and/or project estimates. Serves as a liaison with data processing staff on technical details to facilitate processing of edit listings and to interpret program enhancements. Assists in the development of operational procedures for production and editing of data.

Supervision Given: Supervision is typically not a factor. Serves as lead worker to provide training, technical guidance, and interpretation assistance to lower level analysts.

 

Supervision Received: Performs work under the general supervision of a Labor Market Analyst Supervisor.

 

Scope: Employees in this class are engaged in the interpretation and analysis of statistics related to a labor market information program.

 

Impact of Actions: Interpretation and analysis of data affects employment and demographic statistics reported to the Bureau of Labor Statistics and disseminated to state, local, and private entities through publications and reports.

 

Personal Contacts: Frequent contacts inside the organization, with private sector employers and representatives of federal agencies to verify labor market information, interpret employment statistics, and request technical assistance or guidance.

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge: Working know1edge of the principles and practices of statistical analysis and applied statistics. Working knowledge of automated data processing concepts and applications.

Abilities: Demonstrated ability to extract and present data in graphic and narrative forms, research and analyze information and reach logical conclusions, maintain working relationships with others, and train and guide others in work activities.

 

 

QUALIFICATIONS GUIDE*

 

Licenses or Certification: None.

 

Education or Training: Graduation from a college or university with major studies in business, public administration, math or a related curriculum.

 

Leve1 and Type of Experience: Significant experience in statistical and data analysis. Experience re ate to the program area.

 

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
