CLASS CONCEPT/FUNCTION
This single-position class functions as first assistant to the Employment Commission Division Director for employment services. The position coordinates and supervises the administration of public employment service programs conducted in the field and managed by central office technical and program staff.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Performs work of considerable difficulty in planning and supervising the development and maintenance of employment service programs which provide applicant placement and employer assistance services throughout the state. Manages job placement, employer services, dislocated worker services, targeted jobs tax credits, test research, job corps services, trade adjustment act, veterans services, alien certification, rural services, citizens services, planning and budget, automated systems, quality assurance and compliance, and technical assistance and training. Supervises central office program support and operations as well as employment services conducted in the regions; resolves problems; and advises staff on program operations.
Supervision Given: Supervises Employment Security Chiefs and Employment Security Regional Directors in the management of regional programs and operations and provides guidance in staff utilization and services. Supervises Employment Security Coordinators and office services staff in program operations.
Supervision Received: Works under the general direction of the Employment Commission Division Director for employment services. Receives guidance on policy changes, plans for the development of new programs and plans resolutions for problem areas.
Scope: Administrative activity affects the delivery of employment services programs which promote employer relations and assist citizens in obtaining employment.

Impact of Actions: Work activity provides opportunities for the employment of citizens, and employers benefit from job services assistance. Operational methods in the central and local offices determine program effectiveness in the delivery of services.
Personal Contacts: Frequent contacts with state and federal government officials, managers, legislators, legal staff and agency managers on programs and operations.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Considerable knowledge of employment service programs and operations; federal and state laws and regulations governing public employment service; and policies, procedures and statutory requirements related to the administration of the employment service.

Abilities: Demonstrated ability to supervise and manage technical and operational programs; develop and analyze employment services policies and procedures; and communicate effectively orally and in writing.
QUALIFICATIONS GUIDE*

Education or Training: Graduation from a college or university with major course work in public or business administration or a related field,
Level and Type of Experience: Experience in the supervision of employment service programs, personnel management or public administration.
An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
