CLASS CONCEPT/FUNCTION

 

This class functions as director of a statewide comprehensive program in economic information services, unemployment compensation or employment services. Positions are responsible for directing program management and administration, designing program guidelines and managing the delivery of services.

 

 

DISTINGUISHING FEATURES OF THE WORK

 

Complexity of Work: Performs work of unusual difficulty in the administration of a statewide program in economic information services, unemployment compensation or employment services. Positions direct the interpretation of federal guidelines to ensure that state operations and procedures conform to law and policy; manage a statewide network of services to the public in employment, unemployment compensation, or occupational and economic information; develop policies, procedures and regulations affecting agency operations such as the benefit trust fund, funding and resource allocations, budget, information services and field services.

 

Supervision Given: Provides general direction to section chiefs in the administration of programs and services. Guides professional staff in the analyses of operations, development of legislation, evaluation of services and program delivery, and professional training.

 

Supervision Received: Receives administrative direction from the Employment Commission Deputy Commissioner on budget, human resource management and program operations.

 

Scope: Positions manage all phases of the statewide Employment Commission program and services to the public and private sectors.

 

Impact of Actions: Decisions on the management of division operations and services provided by staff to the public ensures that

the state’s labor pool is effectively informed and guided in the search for employment, unemployed individuals receive timely and appropriate benefits and employers throughout the state comply with the laws governing unemployment compensation.

 

Personal Contacts: Frequent contacts with state, local, and federal officials as well as the public to exchange information and promote understanding of services.

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge: Comprehensive knowledge of laws, regulations, policies and procedures governing program operations; conditions of the economy; unemployment or employment service programs; and division programs and services. Working knowledge of agency programs and services.

Abilities: Demonstrated ability to administer a statewide program; work effectively with labor, management and the public; analyze voluminous data from many different sources; derive logical conclusions; design and organize programs affecting individuals with widely varying needs; and communicate orally and in writing.

 

 

QUALIFICATIONS GUIDE*

 

Licenses or Certification: None.

 

Education or Training: Graduation from a college or university with a degree in business or public administration or a related field.

 

Level and Type of Experience: Managerial experience in research and economic forecasting, unemployment compensation, employment services or other related public service programs.
