CLASS CONCEPT/FUNCTION
This is a single-class series that provides employment related services to agricultural employers and workers in an assigned area of the state. Visits employers to take job orders; recruits workers providing outreach services to migrant seasonal farm workers; advises growers on child labor, wage, crew leader, Social Security and housing laws and regulations; and assists Employment Security Interviewers during the winter months or at other times when farm placement duties are reduced and farmers do not need assistance.
DISTINGUISHING FEATURES OF THE WORK
Complexity of Work: Positions in this class perform work of moderate difficulty which involves taking and filling a large number of job orders simultaneously within limited time constraints; screening applicants; visiting employers; arranging referral details; preparing necessary forms to provide growers with domestic and alien farm workers; and completing necessary reports. Positions also provide outreach services and act as arbiter; interpret federal laws, housing regulations, special migrant programs and other legal matters concerning migrant seasonal farm workers; conduct housing certification inspections; issue permits to crew leaders; and complete licenses to transport migrant seasonal farm workers. These activities are mandated by federal regulation and benefit both employers and employees by matching job seekers with available jobs.
Supervision Given: Supervision is typically not a factor.
Supervision Received: Receives general supervision from a higher level supervisor or office manager regarding placements and adherence to appropriate rules and regulations. Receives programmatic information relating to compliance with the most recent regulations and court decisions from a coordinator in the central office.
Scone: Work affects a significant economic segment of rural areas of the state and the economic well-being of growers and migrant workers.

Impact of Actions: Effective job performance minimizes the periods of unemployment of migrant seasonal farm works; maximizes the planting, maintenance and harvesting of crops; and assists employers in avoiding fines by ensuring properly documented workers. Lack of accuracy in the recommendations made to growers and the efficiency and effectiveness in matching workers to jobs could cause significant costs in money, services and public goodwill, or could result in fines levied on growers, and/or crops going to waste in the field.
Personal Contacts: Frequent internal and external contact with employers, applicants, growers’ associations, social service organizations, other supportive services agencies, legal aide and job service personnel in Virginia and in other states for the purpose of providing employment and outreach services to growers and migrant workers. Infrequent contact with attorneys, in the role of subject matter experts, in order to answer or refer questions regarding agricultural labor, migrant seasonal farm worker activity and interpretation of Department of Labor requirements.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge: Working knowledge of agricultural labor needs and seasonal demands, as well as migrant seasonal farm work, employment, immigration, and wage laws and regulations.
Skills: None identified for this class.
Abilities: Demonstrated ability to effectively communicate orally and in writing with all types of people; to complete detailed reports and forms; to work with a minimum of supervision; and to apply regulatory provisions to specific field situations. Demonstrated ability to speak Spanish or other languages spoken by migrant seasonal farm workers may be required.
QUALIFICATIONS GUIDE*
Licenses or Certification: None
Education or Training: Graduation from high school or equivalent with additional course work in agriculture, employment practices or an appropriate foreign language.
Level and Type of Experience: Experience in working with agricultural employers farm organizations, farm workers, or rural industries and/or experience in interviewing and employee selection.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
