Distinguishing Features of the Work
Provides direction of a major statewide employment security program, or of a major administrative support function.
Supervises one or more lower level Employment Security Coordinators in the central office, and provides technical and program supervision to field staff located in regional and/or local offices. Supervision is received from an Employment Security Supervisor or an Employment Security Chief.
Statewide programs supervised include one of the following:

Administrative Support functions supervised include Quality Circles and related quality improvement programs, compliance and evaluation, and planning and budget.
Develops plans for the implementation of federal program initiatives at the state level. Directs agency program activities to ensure compliance with U. S. Department of Labor directives. Serves as program liaison between the agency and the regional and national offices of the U. S. Department of Labor.
NOTE: This class is also used by the Governor’s Job
Training Coordinating Council for a position serving as staff assistant to that body, and performing the following duties:
Provides all staff support to the Council including conducting research, and preparing and presenting reports, studies and analyses. Serves as the Council's liaison to business organization executives. Coordinates dissemination of information. Prepares responses to correspondence and other inquiries. Handles Council meeting arrangements, and records and distributes minutes of meetings.
Qualification Guide
Knowledge of the principles of management and supervision, and of employment and related services. Ability to analyze and evaluate employment security programs, and to interpret and implement governmental policies and procedures. Ability to communicate effectively with all levels of agency management.
Graduation from a college or university and extensive experience in employment security programs, personnel administration, vocational education, or a closely related area; or an equivalent combination of training and experience.
