Distinguishing Features - Virginia Employment Commission
Supervises and coordinates the activities of a specialized employment security program, or serves as assistant state supervisor of a major statewide program.
May supervise a lower level Employment Security Coordinator, or provide technical and program supervision to field staff. Supervision is received from a higher level Employment Security Coordinator or Employment Security Supervisor.
Functions in a capacity similar to one of the following:

Provides technical assistance and guidance to field staff engaged in the provision of program services at the local office level. Develops or participates in the development of program implementation plans. Reviews federal directives and disseminates guidelines to the field.
Distinguishing Features - Governor's Manpower and Training Division
Serves as a technical assistance specialist providing technical assistance to localities and other state agencies engaged in the operation of job training programs funded under provisions of the Job Training Partnership Act (JTPA); or plans, evaluates and sets standards for the overall performance of the JTPA, and each service delivery area's (SDA) compliance with federal regulations, and with the coordination criteria specified in the state Coordination and Special Services Plan.
Reports to either the technical assistance director of the monitoring and evaluation director.
TECHNICAL ASSISTANCE SPECIALIST - Reviews new federal job training and related regulations, and provides timely information to SDA’s and other state agencies. Prepares and maintains training and technical assistance materials including the JPTA guidance package. Provides training in internal and program administration. Coordinates job training efforts between programs within geographic areas to ensure effective utilization of resources, and to minimize duplication of services. Assists in the preparation. of grant applications for JTPA related funds.
MONITORING AND EVALUATION SPECIALIST - Designs and conducts evaluations using statistical analysis methods. Conducts on-site monitoring ark review of administrative, personnel and supportive services documents and procedures. Conducts interviews with program participants and supervisors. Reviews eligibility verification procedures for SDA participants, and mechanisms used in the verification process. Prepares monthly, quarterly and annual reports, and analyses of evaluation activities and findings for further review based on the agency evaluation format.

Qualification Guide
Knowledge of public employment services and programs, and the occupational needs of business and industry. Ability to plan, supervise or evaluate the delivery of employment services. Ability to work effectively with agency or local community personnel at all levels.
Graduation from a college or university, and considerable experience in employment services, personnel administration, vocational education or a closely related area; or an equivalent combination of training and experience
