Provides specialized employment security program coordination in tile central office, or in a local or regional office of the Virginia Employment Commission.

Supervision is received from a higher level Employment Security Coordinator, Regional Director or Office Manager.

At the central office level, does one of the following: analyzes and controls job service divisional staff utilization, time charges and personnel changes; conducts occupational test research coordinates the activities of regional office staff engaged in the administration of the Targeted Jobs Tax Credit Program; or coordinates the statewide Employer Advisory Committee program.

At the local or regional office level, functions in one of the following capacities: plans, organizes and conducts a program of employer relations for a local office area; supervises the local office activities of the Dislocated Worker Program; provides regional supervision of the staff engaged in the recruitment of Job Corps enrollees; or provides regional coordination of the Targeted Jobs Tax Credit Program.

Positions use technical expertise in a specific program or operational area to provide program guidance and management information to local and central office staff. Participates in developing and conducting specialized training for staff.

Positions may also be allocated to this class in the Governor's Employment and Training Division to perform job training/manpower utilization duties at a level of work comparable to that performed by positions in the Virginia Employment Commission.

Knowledge of public employment services and programs, and the occupational needs of business and industry. Ability to plan, supervise or evaluate the delivery of employment services. Ability to work effectively with agency or local community personnel at all levels.

Graduation from a college or university and some experience in employment services, personnel administration, vocational education, or a closely related area or an equivalent combination of training and experience.
