CLASS CONCEPT/FUNCTION

This is the second class in the Employment Security Interviewer series. Positions in this class supervise Employment Security Interviewers and may supervise other classes by assigning, training and evaluating job service staff. Direct applicant services are performed including interviewing, counseling and taking job orders from employers to make job placements. Positions assist in the coordination of office staff and services and may act as office manager in the Manager's absence. This class is distinguished from Employment Security Interviewer by its supervisory duties.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs work of considerable difficulty by assigning, reviewing, evaluating and scheduling subordinates in local agency offices with responsibility for one or more units involved with matching applicants to job vacancies. Positions in this class monitor and may perform duties of Employment Security Interviewer including registering, testing, interviewing and matching job vacancies and qualified job seekers. This class is responsible for providing career choice, change and adjustment counseling to applicants not ready for job referral by face-to-face professional level directed discussion and possible referral to services outside the agency. Positions may hold staff meetings and provide policy and procedure interpretation and adjust workloads or applicant flow to insure the most efficient service to the public.

Supervision Given: Supervises Employment Security Interviewers and may supervise Farm Placement Specialists and office services staff. This class is responsible for the day-to-day activities of one or more units involved in providing employment services to employers and job applicants.

Supervision Received: Directions are received from Manager-Field/VEC or a Manager Senior-Field/VEC on matters affecting total office operation, unusual personnel problems and new or unusual policies or procedures.

Scope: Positions in this class affect the social and economic well-being of job applicants, employers and the local economy for several counties and/or cities by supervising agency staff that finds under and unemployed people jobs. This creates a larger tax base and lowers payable state unemployment benefits.

Impact of Actions: Significant costs in money, services and public goodwill would be incurred if poor job referral decisions were made, inaccurate job orders were taken or if the public was not dealt with in a tactful manner about sensitive issues. Poor management of the office and employees would cause a loss of employee goodwill. negative results would cause applicants and employers to cease using the agency resulting in a loss of agency funding.

Personal Contacts: Frequent internal and external contacts with applicants and employers to match job seekers with vacancies. Occasional to frequent internal and external contact are made with social services, veterans and other organizations to facilitate an applicant's job placement and with federal, state and local officials for job information.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of interviewing techniques, employment and wage laws and regulations. Working knowledge of supervisory practices and principles.

Skills: None.

Abilities: Demonstrated ability to effectively communicate orally and in writing; to discuss, interpret and apply agency program standards and procedures; and to plan and direct the work of others.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school or equivalent with additional course work in personnel, interviewing, employee selection, management and community manpower, training programs, or a related field.

Level and Type of Experience: Experience in interviewing, employe selection, personnel or community work in manpower or training programs.

An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
