Distinguishing Features of the Work

 

Performs work of unusual difficulty managing a large and complex business and financial operation for an agency or institution; or manages the auxiliary enterprise program for a four year college or university.

 

This class series is for business manager positions which have operational control and fiscal responsibilities for assigned functions. This combination of responsibilities for both operational control and fiscal duties is the distinguishing feature from the accounting operations class series.

 

Positions in this class are typically assigned to large, multi-campus community colleges, institutional schools, four year colleges or universities, or agency divisions or sub-divisions.

 

The work is distinguished from that of the Business Manager B by the scope and complexity of assigned functions, the diversity of these functions, and the independence of decision making and authority afforded incumbents of these positions.

 

Supervision is provided to a large and diverse staff of professional accountants and support service specialists. Administrative direction is received from an agency head, institution director, or other agency administrator.

 

Business Support Services and Financial Operations

 

In an agency or institution, positions are assigned responsibility for the organization and management of accounting and budgeting operations, purchasing, physical plant operations, support service functions, and general administration. While some variations in responsibilities may exist based upon the size, organization, physical layout, and type of agency or institution, positions generally are assigned the full range of business operations and related functions.

 

Serves as chief fiscal officer, assigned responsibility for all accounting and budgeting operations. Establishes and maintains accounting records for all sources of funds. Prepares financial statements and reports. Interprets financial data and advises as to impact on agency or institution operations. Assembles data, prepares budget, monitors expenditures and establishes budgetary controls.

 

Also exercises operational control of support service functions. Manages staff assigned to purchasing, warehousing, food service, residential facilities, and health services. Establishes policies and procedures governing the operational and financial aspects of support services. Negotiates contractual agreements for services, monitors performance, and initiates required actions.

 

Also manages all administrative activities associated with the operation of the agency or institution. Serves as chief administrator and establishes policies and procedures governing administrative operations.

 

Auxiliary Enterprise Program

 

At a university, positions manage the auxiliary enterprise program which includes food service operations, bookstores, campus center, student housing, catering, vending operations, risk management, contractual agreements, and the provision of other related services. Positions in this class are assigned as the charge position for large, well established auxiliary enterprises programs and have both operational and financial responsibilities for the program.

 

Develops policies and procedures and establishes concepts of operation for the delivery of the auxiliary enterprise program. Assembles data, prepares budgets, and establishes budgetary controls. Prepares financial statements and reports. Analyzes auxiliary enterprise program from both the financial and operational perspective.

 

 

Qualification Guide

 

Comprehensive knowledge of modern business practices and budgeting, accounting, and supervisory techniques. Working knowledge of support services operations. Demonstrated ability to plan and direct the work of others. Demonstrated ability to exercise judgment and interpret administrative policies and procedures. Demonstrated ability to develop and implement effective administrative policies and procedures. Demonstrated ability to establish and maintain effective working relationships with institutional officials, central office personnel and departmental employees.

 

Graduation from a four-year college or university with a major in business administration, public administration or related field, and management experience in a similar setting; or an equivalent combination of professional level training and experience.
