Distinguishing Features of the Work

 

Performs work of considerable difficulty in managing a moderately complex business and financial operation of an agency or institution.

 

Positions have responsibility for fiscal functions as well as for purchasing, auxiliary enterprises, physical plant operations, and other support services functions. Variations in assigned responsibilities may exist based upon the size, organization, physical layout, and type of agency or institution. Typically, positions may be required to perform the more complex functions.

 

This class series is for business manager positions that have operational control and fiscal responsibilities for assigned functions. This combination of responsibilities for both operational control and fiscal duties is the distinguishing feature from the accounting operations class series.

 

Positions in this class are typically assigned to community colleges, correctional centers, complex organizational components of four-year colleges or universities, or to other agency divisions or subdivisions.

 

The work is distinguished from that of the Business Manager A by the greater diversity and variety of assigned functions which require the assignment of a staff consisting of professional accountants and service support specialists.

 

Supervision is provided to Accountants, Fiscal Technicians, Fiscal Assistants and/or clerks and service support specialists. General direction is received from a higher-level agency administrator rather than from an accounting manager or fiscal director.

 

Manages financial, logistical, administrative, and physical plant services. Also serves as fiscal officer, supervising the collection of tuition, fees, fines and other receipts. Ensures that accounting records and controls are established and adhered to in accordance with policies and procedures. Assembles data, prepares budgets, and monitors expenditures. Maintains accounting records for all sources of funds such as state, federal, local, research, or student fees.

Prepares financial reports as required, interprets findings and makes recommendations as to appropriate actions.

 

Assesses logistical requirements and insures that adequate support services are provided. Manages all service contracts and agreements. Reviews all material requests and purchase orders, manages warehousing or storeroom operations, and directs inventory activities.

 

Develops and maintains administrative policy and procedures required for the operation of the facility, institution, or department. Administrative responsibilities may include personnel administration, contractual agreements, general housekeeping, laboratory operations, or pharmacy operations.

 

 

Qualification Guide

 

Considerable knowledge of modern business practices and budgeting, accounting, grant management, and supervisory techniques. Working knowledge of support services operations. Demonstrated ability to plan and direct the work of others. Demonstrated ability to exercise judgment and interpret administrative policies and procedures. Demonstrated ability to establish and maintain effective working relationships with institutional officials, central office personnel, departmental employees, and granting agencies.

 

Graduation from a four-year college or university with a major in business administration, public administration or related field, and experience related to the position, or an equivalent combination of training and experience.
