Distinguishing Features of the Work

 

Performs work of moderate difficulty supervising a small, well defined business and financial operation within an agency or institution. Procedural guidance is often provided by a centralized agency or institution accounting office.

 

Positions are assigned responsibilities for fiscal activities in addition to one or more of the functions such as purchasing, sales, or physical plant activities, and other support services. This is the first class of a series for business manager positions which exercise operational control and fiscal responsibilities for assigned functions. This combination of responsibilities is the distinguishing feature from the accounting operations class series.

 

Typical assignments of these positions are to community colleges, correctional centers, major departments in four year colleges or universities, or to other agency divisions or sub-divisions.

 

Supervision is provided to a small staff of Fiscal Technicians, Fiscal Assistants, and/or clerks. Directions are received from a higher level agency administrator rather than from an accounting manager or fiscal officer/ director.

 

Supervises and performs the maintenance of accounting records for state funds, local funds, federal funds, student service funds, petty cash funds. Reviews and records all fiscal transactions. Assists in developing budgets and establishing allotments; monitors cash flow; approves requisitions and vouchers; prepares financial statements; and assists in developing policies and procedures.

 

Supervises the operation of bookstores, canteens, ticket offices, rental offices, or other enterprise oriented activities. Establishes and maintains accounting records, approves payments to vendors, prepares financial reports and statements. Reviews and assesses status of the physical plant, determines requirements, and initiates appropriate action.

 

 

Qualification Guide

 

Working knowledge of modern business practices and budgeting, accounting and supervisory techniques. Some knowledge of support service activities. Demonstrated ability to plan and direct the work of others. Demonstrated ability to exercise judgment and interpret administrative policies and procedures. Demonstrated ability to establish and maintain effective working relationships with institutional officials, central office personnel and departmental employees.

 

Graduation from a four-year college or university with a major in business administration, public administration or related field; or an equivalent combination of training and experience indicating possession of the preceding knowledge and abilities.
