Distinguishing Features of the Work

 

Manages professional accounting work of unusual difficulty serving as an assistant to a Controller in a complex financial organization of the largest, most complex agency or institution; or manages for a Controller the financial reporting, financial analysis, and financial control operations in a complex financial organization of a large and diversified agency or institution.

 

Supervision is provided to professional accountants, technicians, and clerks. Administrative direction is received from a Controller or agency administrator.

 

Assistant to a Controller

 

As a chief assistant to a Controller, positions in this class manage the operations of the financial organization. Typically, positions serve as a single chief assistant, but may be assigned responsibility for a mayor operational activity or as Treasurer in a complex university. Positions serving in this capacity are assigned to organizations of such magnitude and complexity of financial operations as to require the assignment of a staff of Accounting Managers responsible for the various fiscal and accounting functions.

 

Coordinates the preparation of reports and financial statements, analyzes accounting procedures, and establishes and maintains agency financial policy manuals and associated procedures. Develops and implements automated accounting systems. Interprets policies and procedures and advises staff and agency or institution management. As University Treasurer, directs accounting for cash receipts, investments, plant funds and fixed assets, and student accounting. Assumes responsibility for various administrative tasks associated with the operation of the financial organization.

 

 

Financial Reporting and Analysis

 

In a complex financial organization such as that of a major university, positions are responsible for managing all internal and external financial reports and statements to include preparation and

conformance with generally accepted accounting principles, agency guidelines, and state and federal regulations.

 

Plans, monitors, and reviews the agency or institution programs for compliance with state and federal financial policies and procedures. Develops and modifies the agency or institution financial policies and procedures.

 

Represents the Controller with senior agency/institution management in matters pertaining to financial reporting, financial procedures, or internal control. Directs implementation of new or revised state and federal financial regulations and directives.

 

Analyzes and interprets agency/institution operating results based on various financial reports. Confers with senior management officials, providing advice and recommending action based on analysis of financial reports.

 

 

Qualification Guide

 

Comprehensive knowledge of generally accepted accounting principles and practices. Comprehensive knowledge of fiscal and accounting functions and their adaptability to agency or institution fiscal and accounting Operations. Considerable knowledge of agency, state and federal guidelines concerning accounting and finance operations and reporting. Demonstrated ability to supervise a staff of professional accountants engaged in all aspects of the agency or institution fiscal and accounting operations. Demonstrated ability to apply and adapt accounting principles and methods to a variety of agency or institution fiscal needs. Demonstrated ability to develop and implement accounting policies and procedures. Demonstrated ability to assemble, analyze, and prepare reports and financial statements covering complex financial data. Demonstrated ability to present financial reports, either verbally or in writing, to agency or institution management. Demonstrated ability to analyze financial data and to assess impact on agency or institution operations.

 

 

Graduation from a college or university with mayor studies in accounting or related curriculum, and experience in directing a staff of professional accountants, developing financial statements, and analyzing financial data; or an equivalent combination of professional level training and experience. Certification as a Certified Public Accountant (CPA) or a Certified Management Accountant (CMA) is desirable.
