Distinguishing Features of the Work

 

Performs technical fiscal, bookkeeping and accounting-related duties in preparing and maintaining fiscal and related records and reports in one or more agency fiscal functions.

 

May supervise the work of Fiscal Assistant and/or clerical personnel. Receives general supervision from a Fiscal Technician Senior, professional accountant, or other agency administrator.

 

Performs work of moderate difficulty within the framework of prescribed fiscal procedures. The duties may be limited to a specific assignment, or may extend to a variety of fiscal tasks. Typical duties may include classifying, proofing and posting transactions to journals and ledgers; taking trial balances; making routine account adjustments; maintaining control accounts to compare expenditures to the operating budgets; and preparing fiscal summaries and reports.

 

Other duties may involve receiving and classifying remittances for licenses, taxes, student or other fees, and issuing appropriate receipts; serving as custodian for designated funds, and preparing fund statements; reconciling bank accounts; auditing fiscal documents for accuracy, completeness, and conformity with prescribed procedures; computing payroll changes, reviewing and annotating payroll system output, and maintaining payroll-related accounts; and maintaining balances of sponsored program funds and assessing the fiscal status of grants and contracts.

 

The work may also involve typing, the use of standard office equipment, and the performance of related clerical tasks.

 

 

Qualification Guide

 

Working knowledge of basic bookkeeping/accounting principles and practices. Working knowledge of office procedures and equipment. Demonstrated ability to perform detailed work with numerical data,and to make arithmetical calculations rapidly and accurately. Demonstrated ability to prepare routine financial reports and statements.

 

Graduation from a high school program which includes, or was supplemented by, basic bookkeeping/accounting courses, and experience related to the position’s duties; or an equivalent combination of training and experience.

FISCAL TECHNICIAN (PAYROLL)

 

 

CLASS CONCEPT/FUNCTION

 

This is the second class in the fiscal series for positions predominately dedicated to payroll functions. Positions in this class may perform tasks related to portions of the overall payroll process or complete a portion of the agency payroll, such as an agency wage payroll or benefits accounting. This class is distinguished from payroll dedicated positions in the Fiscal Assistant class by its responsibility for technical payroll processing functions and non-routine application of fiscal and payroll policies and procedures. This class is distinguished from payroll dedicated positions in the Fiscal Technician Senior class by the latter's responsibility for supervising and/or performing the full range of payroll functions or, in institutions of higher education, the responsibility for benefits and payroll reconciliation and reporting functions.

 

 

DISTINGUISHING FEATURES OF THE WORK

 

Complexity of Work: Positions in this class perform work of moderate difficulty which typically involves collecting payroll support information and verifying pay rates, authorizations, and deductions; creating pay accounts; reviewing time sheets to verify time and attendance; calculating, preparing and processing an agency's wage payroll, special payrolls, or a portion of an agency's classified payroll. Positions may process a portion of a payroll in an agency or university, or process all wage payroll transactions for an agency. Positions may calculate and process overtime and special payments, such as salary advances, garnishments, liens, suspensions, terminations, LWOP, etc.; verify changes in the payroll, such as changes in withholdings and deductions; enter data into an automated system from authorized source documents; verify the computer generated payroll data for accuracy; and verify payroll checks with payroll accounting records. This class may prepare invoices for payment of benefits; calculate tax deposit information; verify workers' compensation payments; edit and verify data for reports and balance payrolls; assist employees in completing federal and state tax withholding forms; and respond to employee inquiries regarding payroll issues. Some positions may assist with leave and benefit accounting.

 

Supervision Given: Supervision is typically not a factor. Some positions in this class may perform lead work for others involved in duties which are a part of the payroll preparation process.

 

Supervision Received: Receives immediate supervision from a Fiscal Technician Senior, Accountant, Accountant Senior, or other higher level fiscal position.

 

Scope: Work affects the agency payroll process or a portion of the agency's payroll process.

 

Impact of Actions: Effective job performance ensures the timely and accurate processing and verification of payrolls and fiscal records. Ineffective job performance may cause pay calculation errors and incorrect records which may result in financial loss to the agency and a loss of employee goodwill.

 

Personal Contacts: Frequent internal contacts with agency employees and agency human resource staff members to resolve payroll processing and calculation issues, as well as to verify and document information. Some positions may have frequent internal contacts with the Department of Accounts payroll staff to resolve payroll issues, or agency information technology professionals to resolve computer processing concerns.

 

 

KNOWLEDGE, SKILLS AND ABILITIES

 

Knowledge: Working knowledge of payroll processes and procedures; clerical accounting procedures; computational arithmetic; office procedures and systems; procedures and rules of the recording of time worked; and automated systems, including related software.

 

Skills: Skill in keyboarding and the use of calculators.

 

Abilities: Demonstrated ability to accurately perform computational arithmetic; verify fiscal documents for accuracy and completion; communicate effectively, both verbally and in writing; and explain and apply policies and procedures; work with detailed information on a continual basis; and meet deadlines.

QUALIFICATION GUIDE*

 

License or Certification: None.

 

Education or Training: Graduation from high school with course work in bookkeeping.

 

Level and Type of Experience: Moderate experience involving clerical accounting, reconciliation, and payroll processing duties.

 

An equivalent combination of training and experience indicating possession of the preceding knowledge, skills, and abilities may substitute for this education and experience.

These guidelines were developed as a result of the Classification Review/Specification Update program and represent some positions in the Fiscal Assistant, Fiscal Technician, and Fiscal Technician Senior classes, effective June 1, 1994.
