Distinguishing Features of the Work

 

Plans, organizes, and directs financial management including formulation and controlling of fiscal policy. Directs all fiscal and accounting functions as the single position through which all financial information within the agency or institution flows.

 

Directs the overall fiscal management in the largest, most diversified and complex agencies or institutions. These have geographically dispersed sub-agencies or divisions, or large teaching hospital components. This is the highest level class in the Fiscal Director series in the classified service. The agencies or universities utilizing this classification also have the largest number and variety of programs, funds, appropriations, and the responsibility for the most complex functions such as financial management, accounts receivable/payable, grants and contracts, cost analysis and reimbursement, and in some, auxiliary enterprises, local university funds, investments, and treasury functions. May also direct budget planning and formulation, and/or economic and revenue forecasting.

 

Supervision is exercised over a large and diversified staff of professional accountants and technicians through a staff of Accounting Manager C's. Administrative direction is received from the agency head, university vice president, or other agency administrator.

 

Directs fiscal and accounting functions of unusual difficulty, with single authority for managerial and operational accounting, financial statements and reporting, and fiscal policy interpretation.

 

Evaluates and modifies the agency's internal accounting departments and information flow, maintains multiple accounting systems, responds to financial inquiries from senior agency management, and prepares annual financial statements.

Directs the preparation of financial reports for board members or officials, fulfills federal and other source reporting requirements, and supervises compliance management. Administers, controls, and/or certifies all financial statements, transactions, payments, receipts, and accounts, including transactions submitted to the Department of Accounts for entry into CARS. Responds to all audit reports and associated management letters.

 

Directs functional areas usually including payroll, grants and contracts, general accounting, petty cash, accounts receivable, cash receipts, cash disbursements, purchasing, accounts payable, fixed asset accounting, capital projects, financial management/reporting, cash management, plus special functions. Adapts data processing or computer use for financial operations.

 

Assigns staff to the fiscal and accounting organization. Schedules and assigns priorities to effectively carry out financial procedures. Supervises and conducts staff training in all fiscal operations.

 

Represents the agency to state central agencies, federal departments, grantors and grantees, vendors, and at financial and planning conferences.

 

 

Qualification Guide

 

Comprehensive knowledge of generally accepted accounting principles, especially as they apply to universities, hospitals, or other governmental units. Considerable knowledge of business principles, particularly those that relate to public administration and government operations. Considerable knowledge of state and federal policies and procedures for accounting and reporting. Considerable knowledge of budget planning and formulation. Considerable knowledge of how compliance requirements derive from state and federal laws and administrative regulations. Working knowledge of data processing and computer applications for financial operations. Demonstrated ability to plan, organize, staff, direct and coordinate accounting, finance, budget and reporting functions and to train a large fiscal staff. Demonstrated ability to develop and implement revised accounting systems and procedures. Demonstrated ability to direct the analysis and preparation of reports and financial statements covering complex financial data and transaction. Demonstrated ability to present financial reports and recommendations. Demonstrated ability to work effectively with agency management, employees, central agency staffs, auditors and other officials.

 

Graduation from a college or university with major studies in accounting, business administration or closely related curriculum, and upper level management experience including directing a staff of professional account ants, developing financial statements, and analyzing financial data; or an equivalent combination of professional level training and experience. Certification as a Certified Public Accountant (CPA) or a Certified Management Accountant (CMA) is desirable.
