Distinguishing Features of the Work

 

Plans, organizes, and directs financial management including formulation and controlling of fiscal policy. Directs all fiscal and accounting functions as the single position through which all financial information within the agency or institution flows.

 

Directs the overall fiscal management in large state agencies, universities, or teaching hospitals. These agencies have a large number of complex programs, usually associated with an organization structure of dispersed divisions, districts, regions, or local offices. The scope of fiscal and accounting supervision includes a variety of complex fund types, appropriations, and fiscal functions. May also direct budget planning and formulation.

 

Supervision is exercised over a large, diversified staff of professional accountants and technicians through a number of Accounting Managers. Administrative direction is received from the agency head or, for most positions, from an agency administrator.

 

Manages fiscal and accounting functions of unusual difficulty, with single authority for managerial and operational accounting, financial statements and reporting, and fiscal policy interpretation.

 

Directs the preparation of financial reports for various officials, fulfills federal and other source reporting requirements, and supervises compliance management. Administers, controls, and/or certifies all financial statements, transactions, payments, receipts, and accounts, including transactions submitted to the Department of Accounts for entry into CARS. Responds to audit reports and associated management letters.

 

Directs functional areas usually including payroll, grants and contracts, general accounting, budgeting, petty cash, accounts receivable, cash receipts, cash disbursements, purchasing, accounts payable, fixed asset accounting, capital projects, and financial management/reporting. Adapts data processing or computer use for financial operations.

 

Assigns staff to the fiscal and accounting organization. Schedules and assigns priorities to effectively carry out financial procedures. Supervises and conducts staff training in all fiscal operations. Represents the agency to federal and other agencies, to grantors, grantees and vendors, and at financial conferences.

 

 

Qualification Guide

 

Comprehensive knowledge of generally accepted accounting principles, especially as they apply to colleges, universities, hospitals or other governmental agencies or units. Considerable knowledge of business principles, particularly those that relate to public administration and government operations. Considerable knowledge of state and federal policies and procedures for accounting and reporting. Considerable knowledge of budget planning and formulation. Considerable knowledge of how compliance requirements derive from state and federal laws and administrative regulations. Working knowledge of data processing and computer applications for financial operations. Demonstrated ability to plan, staff, direct and coordinate, accounting, finance, budget and reporting functions and to train a moderately large fiscal staff. Demonstrated ability to develop and implement revised accounting systems and procedures. Demonstrated ability to direct the analysis and preparation of reports and financial statements covering complex financial data and transactions. Demonstrated ability to present financial reports and recommendations. Demonstrated ability to work effectively with agency management, employees, central agency staffs, auditors and other officials.

 

Graduation from a college or university with major studies in accounting, business administration or closely related curriculum, and management level experience including directing a staff of professional accountants, developing financial statements, and analyzing financial data; or an equivalent combination of professional level training and experience. Certification as a Certified Public Accountant (CPA) or a Certified Management Accountant (CMA) is desirable.
