Distinguishing Features of the Work

 

Plans, organizes, and directs financial management including formulation and controlling of internal fiscal policy. Directs all fiscal and accounting functions as the single position through which all financial information within the agency or institution flows.

 

Directs the overall fiscal management in moderately complex agencies or colleges. The scope of fiscal and accounting supervision extends to a variety of fiscal functions, and may involve several programs, fund types, and appropriations. May also direct budget planning, formulation and execution.

 

Supervision is exercised over a diversified staff of professional accountants and technicians. Administrative direction is typically received from an agency administrator, although in a few agencies it may be from the director or commissioner.

 

Manages fiscal and accounting functions of considerable difficulty, with single authority for operational accounting, financial statements and reporting, and fiscal policy interpretation.

 

Evaluates and modifies the agency's internal accounting sections and information flow, maintains accounting systems, and responds to financial inquiries from senior agency management.

 

Directs the preparation of financial reports, fulfills federal and other source reporting requirements, and supervises compliance management. Administers, controls, and/or certifies all financial statements, transactions, payments, receipts, and accounts, including transactions submitted to the Department of Accounts for entry into CARS. Responds to audit reports and associated management letters.

 

Manages functional areas which may include payroll, grants and contracts, general accounting, budgeting, petty cash, accounts receivable, cash receipts, cash disbursements, purchasing, accounts payable, fixed asset accounting, capital projects, and financial management/reporting. Adapts data processing or computer use for financial operations.

Assigns staff to the fiscal and accounting organization. Schedules and assigns priorities to effectively carry out financial procedures. Supervises and conducts staff training in fiscal operations. Represents the agency to federal and other agencies, to grantors, grantees and vendors, or at financial meetings.

 

 

Qualification Guide

 

Considerable knowledge of generally accepted accounting principles, especially as they apply to colleges, hospitals or other governmental agencies or units. Considerable knowledge of budget formulation, analysis, presentation, and execution. Working knowledge of state and/or federal policies and procedures for accounting and reporting. Working knowledge of how compliance requirements derive from state and federal laws and administrative regulations. Working knowledge of data processing and computer applications for financial operations. Demonstrated ability to plan, staff, direct and coordinate accounting, finance, budget and reporting functions and to train a fiscal staff. Demonstrated ability to develop and implement revised accounting systems and procedures. Demonstrated ability to direct the analysis and preparation of reports, financial statements, and budgets covering complex financial data or transactions. Demonstrated ability to present financial reports and recommendations. Demonstrated ability to work effectively with agency management, employees, central agency staffs, auditors and other officials.

 

Graduation from a college or university with major studies in accounting, business administration or closely related curriculum, and administrative experience including supervision over professional accountants, developing financial statements, and analyzing financial data; or an equivalent combination of professional level training and experience. Certification as a Certified Public Accountant (CPA) or a Certified Management Accountant (CMA) is desirable.
