CLASS CONCEPT/FUNCTION

This is the third and managerial class in the series for positions responsible for supervising and managing tax functions or programs in a central office. Positions in this class are responsible for planning, organizing, and managing resources allocated to the administration of specific tax programs or diverse tax processing or support activities. This class is distinguished from the State Tax Supervisor Senior class by its managerial responsibilities and its responsibility for accomplishing programmatic objectives through subordinate supervisors. It is distinguished from the State Tax Assistant Division Director class by the latter's emphasis on managing the day-to-day operations of a major division with diverse programmatic responsibilities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs managerial work of moderate difficulty in planning and directing the operations of organizational units engaged in administering diverse tax programs or support activities. Plans and organizes activities to effect the collection of delinquent tax accounts; establishes and tests taxpayer compliance; resolves exceptions to audits; provides taxpayer assistance; accounts for revenues collected; and provides agency-wide support services or tax processing functions. Recommends policy and develops plans and regulations to implement programs. Estimates budgetary, human, and physical resources required to support programmatic goals and objectives. Evaluates plans, schedules, and operational procedures to ensure accomplishment of goals and objectives. Approves the development and installation of new procedures and processes. Responsibilities include interpreting policies to section staff; compiling and presenting reports to higher level management concerning production and effectiveness of section operations; approving selection of section staff; preparing section training plans; and reviewing and revising existing policy, procedures, and guidelines pertinent to programmatic area.

Supervision Given: Provides directions to State Tax Supervisors or other supervisory staff responsible for administering diverse programmatic support or processing functions.

Supervision Received: Receives general direction from a State Tax Assistant Division Director or other higher-level agency administrator.

Scope: Positions in this class are responsible for planning, organizing, implementing, and managing programs that affect the establishment, enforcement, collection, and accounting of tax revenues statewide.

Impact of Actions: Positions in this class are responsible for managing programs or processing activities that affect the economy of individuals and businesses and the revenues flowing to the State. Errors and inefficient actions affect public goodwill and confidence, and could reduce the revenues flowing to the State.

Personal Contacts: Frequent external contacts with taxpayers and taxpayer representatives (accountants, attorneys, tax practitioners) to secure or convey information relative to tax reporting problems or to resolve individual cases. Frequent internal contacts with employees in other divisions, representatives of other state agencies, and local Commissioners of Revenue and Treasurers to secure or clarify information recorded on tax returns and supporting documentation. Infrequent contacts with private firms relative to contracted services.

 

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge: Considerable knowledge of basic accounting/bookkeeping principles and practices; tax laws, rules, regulations, forms, and filing procedures. Working knowledge of management principles and practices; and long-range planning concepts and techniques.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan, organize, and implement diverse work activities; to communicate effectively, both orally and in writing; to interpret complex rules, regulations, and instructions; to work effectively with the general public and agency employees, and other managers; and to acquire and manage financial, human, and physical resources effectively.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in business administration/management, accounting, finance, supervision, law, or a related field.

Level and Type of Experience: Considerable experience in supervisory work that included responsibility to interpret and apply policies, rules, and regulations, or to draft procedural instructions. Some experience in training others in administrative work.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a revised and retitled class specification developed as a result of a study of Tax Program Supervisor positions conducted by the Department of Taxation and validated by the Department of Personnel and Training. This class replaces State Tax Supervisor C, effective September 1991.
