CLASS CONCEPT/FUNCTION

This is the second class in the series for positions responsible for supervising and managing tax functions or programs in the central office of the Department of Taxation or the Department of Motor Vehicles (DMV). Positions in this class are responsible for planning and supervising the work of units engaged in specific tax programs, such as office examination, collection, compliance, or support functions. This class is distinguished from the State Tax Supervisor class by its responsibility for planning and supervising the functions of units performing programmatic activities. It is distinguished from the State Tax Manager class by the latter's responsibility for managing a section composed of several programmatic units or diverse support units.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs supervisory work of considerable difficulty in planning and directing the activities of organizational units engaged in operating tax programs. Supervises a staff engaged in the collection of delinquent tax accounts; determination of taxpayer compliance; resolution of contested issues; taxpayer assistance; operation of a specialized statewide program; or analysis and resolution of tax account errors. Develops work plans, schedules, and operational procedures to effect accomplishment of goals and objectives. Establishes and revises work standards and determines training requirements. Approves partial payment plans, offers in compromise, and exceptional refund actions. Develops and installs new procedures and processes. Revises existing procedures and processes. Responsibilities include interpreting policies to the taxpayer and staff; compiling and presenting reports concerning production and effectiveness of unit operations; selecting and evaluating subordinate staff; developing training plans; and reviewing and revising existing policy and procedures pertinent to tax programs.

Supervision Given: Provides general direction to Tax Collections Representatives, Tax Examiners, Regulations Specialists, and other staff responsible for performing diverse organizational functions.

Supervision Received: Receives directions from a State Tax Manager, Assistant Division Director, DMV Assistant Division Manager, or other higher-level agency administrator.

Scope: Positions in this class are responsible for planning and supervising activities that affect the establishment, enforcement, and collection of tax obligations within and outside the Commonwealth.

Impact of Actions: Positions in this class are responsible for the supervision of activities that affect the determination of the tax obligations of the taxpayer. Actions also affect the extent to which taxpayers are in compliance with the Commonwealth's tax codes. Errors and inefficient actions affect public goodwill and confidence, and could reduce the revenues flowing to the state.

Personal Contacts: Frequent external contacts with taxpayers and taxpayer representatives (accountants, attorneys, tax practitioners) to secure or convey information relative to tax reporting problems or to resolve individual cases. Frequent internal contacts with employees in other divisions, representatives of other state agencies, and local Commissioners of Revenue and Treasurers to secure or clarify information recorded on tax returns and supporting documentation. Infrequent contacts with private firms relative to contracted services.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of basic accounting/bookkeeping principles and practices; Virginia state tax rules, regulations, forms, and filing procedures; and supervisory principles and practices needed to direct the provision of technical services in an environment where regulations frequently change.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan and organize diverse work activities; to communicate effectively, both orally and in writing; to interpret complex rules, regulations, and instructions; to work effectively with the general public and agency employees and managers; and to operate a video display terminal or calculator in order to verify accuracy of operations and release the work of subordinates.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from an accredited college or university with major course work in business administration/management, accounting, finance, supervision, law, or a related field.

Level and Type of Experience: Progressively responsible supervisory work that included responsibility to interpret and apply policies, rules, and regulations or to draft procedural instructions. Some experience in training others in administrative work.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a revised and retitled class specification developed as a result of a study of Tax Program Supervisor positions conducted by the Department of Taxation and validated by the Department of Personnel and Training. This class replaces State Tax Supervisor B, effective September 1991.
