CLASS CONCEPT/FUNCTION

This is the first class in the series for positions responsible for supervising and managing tax functions or programs in a central office. Positions in this class are responsible for scheduling and supervising a variety of work such as resolving errors identified or generated by an automated tax system in order to correct or reconcile taxpayers' accounts; initially examining tax returns to identify the adequacy of documentation preparatory to data entry; or accounting for and reconciling revenue receipts and deposits between banks, the agency, and the Department of Accounts. This class is distinguished from State Tax Supervisor Senior by the latter's responsibility for planning and supervising programmatic activities.

 

DISTINGUISHING FEATURES OF THE WORK

Complexity of Work: Performs supervisory work of moderate difficulty in tax processing, error resolution, or revenue accounting activities. Supervises a staff engaged in the analysis and resolution of tax account errors, accounting for and depositing state tax revenue, or initially screening and processing state tax returns. Positions direct unit work activities to meet established goals and objectives; establish and revise work standards and determine training requirements; approve exceptional refund and accounting actions; and oversee implementation of new procedures and processes. Responsibilities include interpreting policies to staff; compiling and presenting reports concerning production and effectiveness of unit functions; selecting and evaluating subordinate staff; developing training plans; and suggesting review and revision of existing policy and procedures.

Supervision Given: Provides direction to Tax Technicians, Tax Examiners, fiscal classes, or Office Services Supervisors who perform error resolution, account for tax revenues, or manage tax processing functions.

Supervision Received: Receives directions from a State Tax Supervisor Senior, State Tax Manager, or other agency administrator.

Scope: Positions in this class are responsible for overseeing activities that affect the issuance of refunds and bills to taxpayers, the deposit of public revenues into the proper financial institutions, and the distribution of designated revenues to the appropriate recipients.

Impact of Actions: Effective performance minimizes the amount of staff activity required to process actions and ensures the integrity of tax data available to users of the automated tax system. Actions also affect the revenues available to the Commonwealth from various sources. Errors and untimely actions affect public goodwill and confidence.

Personal Contacts: Frequent external contacts with taxpayers and taxpayer representatives to secure or convey information relative to tax reporting problems. Frequent internal contacts with employees in other divisions, representatives of other state agencies, and local Commissioners of Revenue and Treasurers to secure or clarify information recorded on tax returns and supporting documentation.

 

KNOWLEDGES, SKILLS AND ABILITIES

Knowledges: Working knowledge of basic accounting/bookkeeping principles and practices; Virginia state tax rules, regulations, forms, and filing procedures; and supervisory principles and practices applied to large volume processing operations.

Skills: None identified for this class.

Abilities: Demonstrated ability to plan and organize work and to guide subordinates performing work activities; to communicate effectively, both orally and in writing; to interpret rules, regulations, and instructions; to work effectively with the general public and agency employees and managers; to operate a VDT or calculator to verify accuracy of operations and release the work of subordinates.

 

QUALIFICATIONS GUIDE*

Licenses or Certification: None.

Education or Training: Graduation from high school, preferably in a program which included courses in business administration or general office practices. Additional course work or training in supervision and leadership.

Level and Type of Experience: Supervisory work in a large volume, production-oriented or accounting operation such as bank operations centers or utility payment receipt offices. Considerable experience in work requiring collection, verification and interpretation of fiscal data and supporting documentation or related experience.

An equivalent combination of training and experience indicating possession of the preceding knowledges and abilities may substitute for this education and experience.

 

CLASS HISTORY

This is a revised and retitled class specification developed as a result of a study of Tax Program Supervisor positions conducted by the Department of Taxation and validated by the Department of Personnel and Training. This class replaces State Tax Supervisor A, effective September 1991.
