Distinguishing Features of the Work

 

Develops and recommends standards and techniques for auditing technically complex electronic data processing environments in state agencies, and assists in their implementation and maintenance.

 

Provides guidance and assistance to agency internal audit staffs when conducting EDP audits. Provides supervision and leadership to 1nternai EDP Auditors in certain project assignments. Work is performed with minimal supervision under the direction of the State Internal EDP Auditor.

 

Surveys EDP internal audit and staffing needs in agencies with complex EDP environments in order to ensure asset safeguarding, statutory compliance, and operating efficiency. Identifies EDP areas needing review and evaluates complexities. Defines audit objectives and prepares plan, time schedules, and budgets. Determines staffing needs. Follows up to evaluate progress against recommended plan.

 

Develops and conducts internal audit training courses for complex applications. Subjects may include audit approaches, computer fraud, data base structures, security systems, on-line systems concepts, and operating system functions. Defines course objectives and content, writes instruction manuals, develops exercises and case studies, and devises test solutions for computer programs. Tailors purchased courses to state requirements. Evaluates courses, and revises or updates content or training methods.

 

Conducts complex auditing assistance projects to provide guidance for agency internal EDP auditors. Monitors audit progress of agency staff including accomplishment of objectives within time and budget constraints. Resolves technical problems and questions, especially in areas where agency staff may have limited experience. Advises on the development and evaluation of computer usage in automated test auditing.

Conducts formal EDP audits from initial planning to final report in complex environments including contingency planning, application and general control reviews. Conducts peer reviews of agency internal audit policies and procedures to ensure adherence to generally accepted auditing standards.

 

 

Qualification Guide

 

Knowledge of generally accepted accounting and audit principles and practices. Comprehensive knowledge of EDP systems and operations. Demonstrated ability to read or write one or more major computer languages, and to comprehend and explain EDP audit reports. Ability to audit complex computerized systems, and to devise and implement standards and techniques. Ability to establish effective working relationships with agency officials and technical personnel.

 

Graduation from a college or university with major studies in information systems, computer science or accounting/auditing, and experience in developing programs and documentation for data systems and EDP auditing; or an equivalent combination of training and experience.
