Distinguishing Features of the Work

 

Directs statewide EDP audit functions of the Department of the State Internal Auditor. Develops and establishes EDP auditing guidelines and standards for all state executive branch agencies.

 

Provides oversight to agency EDP audit operations for the purpose of ensuring that training and assistance are given, that adequate controls are maintained, that accurate EDP reports are produced, and that proper security of data stored in magnetic or electronic form is maintained in accordance with state approved policies and procedures.

 

Supervises Internal EDP Auditors and an Internal EDP Audit Technical Manager. May supervise State Internal Auditors A and B when engaged in EDP auditing. Administrative direction is received from the State Internal Auditor.

 

The work is of unusual difficulty and is concerned with the EDP aspects of all agency audit operations. It requires planning and organizing EDP audits; providing direction and consultation to agency EDP auditors; identifying staffing needs; overseeing the review of new EDP programs and systems or revisions to existing systems to ensure the existence of adequate internal controls and proper audit trails; identifying EDP training needs; developing and presenting state-of-the-art EDP training courses; and serving as EDP technical liaison for the State Internal Auditor's Department.

 

Typical duties also include keeping members of the Executive branch informed of new EDP auditing developments and the requirements of federal and other external auditors; assisting the State Internal Auditor in screening EDP audit reports; monitoring follow-up actions; conducting EDP audits in agencies not having the necessary expertise; and coordinating with EDP or other external auditors in the conduct of their EDP evaluations.

Qualification Guide

 

Comprehensive knowledge of EDP systems, operations, procedures and standards, and the ability to direct the audit of computerized systems. Knowledge of generally accepted accounting principles and audit procedures and standards. Knowledge of state government and functions. Demonstrated ability to read and write one or more major computer language, and to read, comprehend and explain EDP audit reports. Demonstrated ability to develop policies and plans, and to coordinate or supervise the activities of an audit team. Demonstrated ability to establish and maintain effective working

relationships with agency officials, employees, central office personnel and officials of the Executive branch.

 

Graduation from a college or university with major studies in computer science and related accounting, auditing, and information systems fields; and professional experience in data systems development and operation which includes EDP auditing; or an equivalent combination of training and experience.
