Distinguishing Features of the Work

 

Designs and implements enhancements to statewide manual and automated accounting and related information systems to accommodate agency requirements, administrative policies, legislative mandates and executive orders.

 

Reports to the State Accounting Systems Manager in the Department of Accounts.

 

Conducts and participates in analyses and evaluations of existing and proposed statewide manual and automated accounting and related information systems in accordance with systems development life cycle and documentation standards. Recommends and designs new systems and enhancements to existing systems. Conducts project feasibility studies and defines project objectives and requirements. Prepares non-technical user manuals and training materials, and conducts user training as part of project development and implementation. Conducts post-implementation reviews.

 

Develops and coordinates contractual requirements of state agencies and outside consultants resulting from agency initiatives. Serves as a steering committee member for the review of agency-developed accounting and related information systems. Coordinates requirements, recommendations and approvals necessary for implementing automated interfaces to Department of Accounts' system. Reviews all phases of project development to ensure compliance with systems development life cycle and documentation standards.

 

Prepares recommendations for departmental management and user agencies relating to project development and systems policy and procedures. Formulates and designs policies and procedures to ensure quality control and uniformity of system design efforts. Schedules and arranges meetings with project teams and agency users for formal reviews of systems development projects.

Consequence of error may result in escalation of system costs, litigation over contract disputes, or the implementation of systems that would not enhance accounting or related information systems.

 

 

Qualification Guide

 

Knowledge of systems development life cycle standards, generally accepted accounting principles, auditing standards and data processing concepts. Demonstrated ability to apply formal and analytical techniques to the examination and development of manual and automated information systems. Ability to develop and conduct systems implementation training programs for users. Demonstrated ability to communicate effectively both orally and in writing.

 

Graduation from a college or university with major course work in information systems, accounting, business administration, or a related field, and experience in accounting, data processing, and systems analysis; or an equivalent combination of training and experience.
