Distinguishing Features of the Work

 

Develops and manages one of three principle areas of the Department of Accounts: accounting and reporting; compliance and disbursements; or financial systems and data processing.

 

Supervises a large staff of managerial-level accountants, data processing professionals, and other support personnel. Reports to the State Comptroller.

 

 

Accounting and Reporting

 

Formulates, recommends and interprets statewide accounting policies and regulations to ensure uniform compliance with generally accepted accounting practices, and state and federal regulations. Reviews legislative bills affecting state accounting, and drafts related policies and procedures. Drafts legislative proposals supporting accounting objectives. Develops statewide and agency-specific financial systems or enhancements encompassing such systems as Commonwealth Accounting and Reporting, Fixed Asset Accounting and Control, Cash and Revenue Centralized Accounting, and statewide accounts receivable. Analyzes financial and statistical reports to identify reporting deficiencies. Manages section including budget preparation, allocation of resources and personnel, and approval of financial reports.

 

 

Compliance and Disbursements

 

Formulates, recommends and interprets statewide accounting policies and regulations governing the disbursement of state funds, and the proper accounting of moneys obtained from employees and employers to fund state sponsored benefits programs (excluding retirement and group life insurance). Reviews related legislative bills and drafts necessary policies and procedures. Confers with agency heads and financial officers on uniform application of policies and procedures

relating to compliance assurance and disbursements. Reviews all agency internal control procedures and analyzes operating results. Develop statewide and agency-specific disbursement and benefits accounting systems. Ensures adequacy of agency training to operate systems. Manages section operations including budget preparation, allocation of resources and personnel, and timeliness and regularity of disbursement and benefit accounting.

 

 

Financial Systems and Data Processing

 

Develops and evaluates the design of statewide and agency-specific financial data processing systems for processing and recording state financial transactions. Reviews current developments in computer science theory and state-of-the-art applications. Identifies and makes recommendations for system enhancements and changes. Establishes priorities. Approves system design changes. Reviews statewide and agency-specific systems for proper testing, production and security acceptability. Advises agency heads and managers regarding data processing procedures and activities. Establishes objectives and procedures for agency training in new or enhanced systems. Manages section operations including budget preparation, allocation of resources, and personnel and cost analysis.

 

 

Interactions

 

The work of all three positions requires extensive interaction with Comptroller’s Department and other agency personnel, legislators, the Governor’s Office, private consultants, vendors and the general public.

 

 

Qualifications Guide

 

Knowledge of generally accepted accounting principles and auditing standards. Knowledge of data processing concepts and procedures applicable to fiscal accounting and reporting. Knowledge of applicable state and federal statutes. Ability to analyze, develop and monitor complex financial systems and reports. Ability to direct the work of professional and technical staff. Ability to communicate effectively to executive, managerial and operating personnel.

Graduation from a college or university with major course work in accounting, business administration, computer science or a related field and experience applicable to the position’s duties which included management responsibilities; or an equivalent combination of training and experience.
