Distinguishing Features of the Work
Manages professional accounting work of considerable difficulty, serving as an assistant to an Accounts Department Fiscal Manager in the Department of Accounts.
Supervises professional accountants and other supporting staff. Reports to an Accounts Department Fiscal Manager.
Positions allocated to this class manage sub-functions in the financial reporting, agency review and assistance, and payroll areas of the Department of Accounts.
o Ensures DOA compliance with relevant provisions of the Code
of Virginia. Reviews and analyzes statewide accounting and
reporting policies. Recommends and develops new or modified
policies as required. Monitors and documents DOA accounting
and reporting activities.
Reviews existing and proposed statewide or agency-specific
financial accounting systems. Recommends and implements
changes, and assures agency compliance, and utilization of
appropriate management techniques.
the billing and collection of receivables due to state agencies.
Develops and maintains standardized operating policies and
procedures. Reviews agency-specific systems in large, complex
agencies to ensure interface with overall state systems.
preparation of monthly financial statements, summary management
reports, and special analytical reports on a statewide basis
that are required to satisfy the scope and detail of information
required by the Governor and Cabinet for administering state
finances.

statewide report data including the annual financial report of
the Commonwealth, the monthly report to the Governor and Cabinet
Secretaries, and other statewide financial and managerial
reports to ensure timely preparation, printing and distribution
of all required documents.
centralizes statewide payroll accounting systems in the
Department of Accounts. Ensures auditing and timely payment of
all agency payrolls. Ensures payroll interface with CARS
(Commonwealth Accounting and Reporting System). Develops and
implements procedures for payroll processing. Instructs user
agencies in state and payroll systems operations.
Qualification Guide
Considerable knowledge of generally accepted accounting principles and practices. Considerable knowledge of fiscal and accounting operations. Demonstrated ability to supervise professional accounting staff engaged in a variety of statewide fiscal and accounting functions. Demonstrated ability to develop, implement and analyze complex accounting procedures and reports.
Graduation from a college or university with major studies in accounting or a related field and experience in supervising a staff of professional accountants; or an equivalent combination of professional level training and experience. Certification as a Certified Public Accountant or a Certified Management Accountant is desirable.
