Distinguishing Features of the Work

 

Performs professional accounting work of considerable difficulty, serving in a senior functional analyst capacity in the Department of Accounts.

 

May supervise professional accountants and other supporting staff. Typically reports to an Accounts Department Fiscal Manager, or State Assistant Fiscal Manager.

 

Positions allocated to this class are engaged in a variety of specialized work requiring advanced expertise in accounting/financial analysis, and operating procedures.

 

Examples of typical assignments include: supervises the DOA accounting control sub-unit which insures the proper execution and recording of state financial transactions; coordinates other personnel and participates in the preparation of the annual report of the Comptroller; develops, analyzes and evaluates financial data, statements and reports for inclusion in the Comptroller's report; develops, maintains and controls the state's fixed asset accounting and control system; develops, maintains and contro1s statewide operation of the commonwealth accounting and reporting system, the cash and revenue centralized accounting system, and the electronic funds transfer system.

 

Other assignments typical of positions in this class include: analyzes and documents non-complex statewide or agency-specific financial accounting or receivable accounting systems; researches and documents pre-audit procedures and training programs; analyzes and documents payroll procedures and training programs; develops benefits accounting systems including the statewide leave accounting system; develops and administers the state direct deposit system.

Qualification Guide

 

Considerable knowledge of generally accepted accounting principles and practices. Considerable knowledge of fiscal and accounting operations. Demonstrated ability to supervise accounting and other supporting personnel. Demonstrated ability to assemble, analyze and prepare reports and statements covering complex financial data.

 

Graduation from a college or university with major studies in accounting or a related field, and experience in supervising a staff of accountants and other supporting personnel; or an equivalent combination of training and experience.
